Public Health operates with the assistance of a variety of community coalitions, councils, groups and committees.

The Food Safety Technical Advisory Committee provides advice on policy and program direction and issues. Membership is voluntary. The committee meets quarterly.

The Infectious Disease Advisory Committee provides guidance to Public Health regarding preventing and controlling communicable disease in Clark County. Members include infectious disease physicians, medical directors and practitioners of infection control, and first responders. The committee meets quarterly, with the location alternating between PeaceHealth Southwest and Legacy Salmon Creek Medical Centers.

The On-site Septic Systems Technical Advisory Committee discusses on-site septic policy, current science and technology, and trends. Meetings are flexibly scheduled to accommodate professional schedules. However, they are generally held every other month on a Wednesday at 3 p.m. in the Center for Community Health located at 1601 E Fourth Plain Blvd., Vancouver.

The Public Health Advisory Council (PHAC) advises the Board of Health on:

  • Improving the health of Clark County citizens.
  • Promoting public participation in and identification of public health needs.
  • Providing communication between the Board of Health and Clark County citizens.

Consisting of 20 unpaid community members, the council is a direct link between the Clark County Board of Health and Clark County's residents, providing a local focus on public health. The council identifies priority public health issues and serves as the steering committee for the Community Health Improvement Plan.

Ethical considerations are important when deliberating public health issues such as:

  • How should Public Health allocate limited resources (such as vaccines or ventilators) during a pandemic?
  • How should Public Health avoid actual or perceived conflict of interest when working with vendors?
  • When should someone be isolated or quarantined to protect the health of others?

The Public Health Ethics Review Committee convenes a diverse group of community volunteers to: 

  • Engage in a process of deliberate and transparent decision-making
  • Review actual and potential public health ethical dilemmas
  • Provide recommendations to Public Health staff, management, and community partners on ethical issues

Ready Families Advisory Group is one of the three strategy groups under the Program Coordination Council of SELF (Support for Early Learning in Families). Its mission is to empower families to support the health, wellness and development of their children from pregnancy through age five. In Clark County, the Ready Families’ goal is to connect families with services at the level needed by the family to:

  • Enhance community awareness about early literacy outreach
  • Expand and integrate early developmental screening/intervention and infant mental health service provision
  • Expand and coordinate home visiting services is an important part of Ready Families

The Ready Family Advisory Group is an advisory board for several of the organizations who belong to the group, including:  Nurse Family Partnership, Parents as Teachers, and Universal Home Visiting Program. The distribution list is composed of organizations in Clark County that serve young children (0-5) and their families. Membership is open to any interested organization. The group meets monthly on the second Monday of the month at 3:30 p.m. at ESD 112.

The Solid Waste Advisory Commission makes recommendations to the Board of Clark County Councilors regarding solid waste management plans, programs and issues. Members are appointed by the Board of County Councilors. The commission meets at 6 pm on the first Thursday of February, May, August and November at the Center for Community Health, 1601 E Fourth Plain Blvd, Vancouver, WA 98661, Room 210AB.

The SW Washington Healthy Families (formerly Clark County Breastfeeding Coalition) works to improve the health of our community by promoting, protecting and supporting breastfeeding. Membership is open to all interested individuals and agencies. The coalition meets quarterly to collaborate, identify disparities and partner in activities to increase breastfeeding rates in Clark County.
