Applying for land use cases via CC LMS, Clark County Land Management System

Refer to the step by step guide How to apply for a land use case in CC LMS.

Notice – You must create an LMS account in the LMS permitting system before applying for any cases below. 

All applications received after 3 pm will be processed the next business day.

OLR, PST, SLR cases

OLR cases – Legal Lot Determination, Boundary Line Adjustment/Lot Reconfiguration, Appeal, Reconsideration, Home Business, Kennel, Cannabis, Re-zone, Innocent Purchaser, Planning Director Review, Public Interest Exception, Land Use Sewer Waiver, Variance, Winery
PST cases – Post Decision 
SLR cases – Special Land Review (Columbia River Gorge, Shoreline)

Once you have created your LMS account, email the completed Development Review Application to planningApps@clark.wa.gov to have your case created. Please note: the contact on the application will be the person that maintains the LMS account and will upload information/items and pay fees.

A palnning technician will email a case number, fee sheet and application summary to you. You will then upload the application items. Please note: each checklist item must be a separate PDF file: 1. Application, 2. Narrative, etc. Once you have uploaded the items and pay the fees, you must email planningApps@clark.wa.gov  to notify us your submittal is complete. Your case will then be routed for the completeness check. Add the case number in the subject line of your email.

PAC cases – Pre-application Conference (not including Annual Reviews)  

Create case, upload checklist items and pay the application fee. Once the fees are paid, you must email planningApps@clark.wa.gov  that fees were paid and your case will be routed for the completeness check. Add the case number in the subject line of the email.

PAC waiver or second PAC cases 

Create case and upload checklist items. Email planningApps@clark.wa.gov with the case number in the subject line. The planning technician will check the submittal items, adjust the fees, and email back a fee sheet. Once the fees are paid, you must email planningApps@clark.wa.gov  that fees have been paid and your case will be routed for completeness check.

Annual Review and Development Agreements – These are completed through Community Planning. See Annual Review instructions. For Development Agreements, email the completed application to planningApps@clark.wa.gov  and staff will assist you.

PSR cases – Preliminary Site Plan Review, Conditional Use, Wireless Communication Facilities

Create a Preliminary Site Plan case and upload the checklist items.

Type I – Do not pay fees. Email planningApps@clark.wa.gov with the case number in the subject line. The planning technician will check the submittal items, enter the fees and reply to your email with a fee sheet. Once the fees are paid, you must email planningApps@clark.wa.gov of the payment and your case will be routed for completeness check.

Type II – Create case, upload checklist items and pay the application fee. Once the fees are paid, you must email planningtech@clark.wa.gov that fees were paid and your case will be routed for completeness check. Add the case number in the subject line of the email.

PLD cases – Preliminary Land Division (Short Plat, Subdivision), PUD, Plat Alteration  

Create case, upload checklist items and pay the application fee. Once the fees are paid, you must email planningtech@clark.wa.gov  that fees were paid and your case will be routed for completeness check. Add the case number in the subject line of the email.
