Fire District No. 10 Capital Facilities Plan
Project Summary
Fire District 10 requests approval of Fire Impact Fees consistent with is capital facilities plan (CFP). A fire district requesting impact fees must submit to the county, and update at least every five years, a CFP adopted by the fire district that includes fire protection services and inventory, capital projects, forecast of future needs and a financing plan.
Background
Code amendments to Title 40, the Unified Development Code, were made in 2024 to provide a process for fire districts in the County to assess fire impact fees within their fire district designated service areas. The Growth Management Act (GMA) and associated state statutes allow local governments to assess impact fees to ensure that adequate facilities are available to serve new growth and development; promote orderly growth and development by requiring that new development pay a proportionate share of the cost of new facilities needed to serve growth; and ensure that impact fees are imposed through established procedures and criteria so that specific developments do not pay arbitrary fees or duplicate fees for the same impact. Fire District 10 is now requesting approval of new Fire Impact Fees as allowed under Title 40.
