City of Battle Ground Public Works Stormwater Decant Facility
Clark County Public Health (CCPH) has received a Decant Facility Solid Waste permit application from City of Battle Ground Public Works. Decant facilities are used to process, treat and dispose of stormwater materials.
The permit application is for a decant facility constructed in 2010 without a solid waste permit. Vactor trucks used for stormwater drainage (i.e. roadside ditches, swales) release excess water from their trucks at the facility, which drains to the sanitary sewer system. Sediment and solids (vactor waste) are collected on the facility’s concrete pad and, once dried, disposed of at an approved landfill.
In September 2021, City of Battle Ground staff contacted CCPH for consultation on a grant application for a facility modification. While researching the facility, CCPH determined that City of Battle Ground has been releasing excess water from vactor trucks at their facility, which then drains to sanitary sewer. City of Battle Ground staff have been disposing of the solids at an approved solid waste handling facility. City of Battle Ground Public Works submitted the solid waste permit at the direction of CCPH staff.
The decant facility will operate within an existing unaddressed City of Battle Ground owned property located near 1308 SE Grace AV, Battle Ground, WA 98604 (TAX ID#: 192150000. (NOTE: 1308 SE Grace Ave (Tax ID: 9105042) will be utilized for truck access off of Grace Ave). City of Battle Ground Public Works Department owns and operates the wastewater treatment plant on the same parcel.
The applicant is seeking permitting approval to dewater vactor trucks and stockpile street sweepings and vactor waste from City of Battle Ground owned vehicles. NOTE: City of Battle Ground does not have plans to accept material from other municipalities and/or public vactor trucks and/or street sweepers. CCPH is reviewing the proposed solid waste facility permit application.
The facility will operate from 7am to 4pm, Monday through Friday.
CCPH staff will consider public comments regarding the proposed solid waste application as part of the application review process. Written public comments regarding the proposal will also be presented to Clark County’s Solid Waste Advisory Commission (SWAC) prior to the Thursday, September 1, 2022 special meeting (details below). Citizens are invited to attend the hybrid in-person/virtual meeting, however, no new public comments will be heard at the September 1, 2022 SWAC meeting.
Written public comments regarding the proposed solid waste permit application for City of Battle Ground Public Works Stormwater Decant Facility solid waste handling permit may be submitted on or before August 22, 2022. Once comments are received, Public Health staff will review and consider the comments prior to providing City of Battle Ground representatives with a final determination on or before October 8, 2022.
SWAC will provide recommendations to Clark County Public Health at their September 1st meeting. The meeting will be a hybrid in-person/virtual meeting. Residents are invited to attend the SWAC meeting virtually or in-person.
