First Steps Maternity Support Services (MSS) and Infant Case Management (ICM)

This is a Washington State Apple Health enhancement service designed to help pregnant and postpartum women have a healthy pregnancy and infants a healthy first year. 

First Steps MSS and ICM programs are preventative health and educational services for pregnant or parenting women on Medicaid living in Clark County.   You can enroll in this program through participating agencies in the community, such as Sea Mar, Vancouver Public School, or as a client in the Nurse-Family Partnership program. 

First Steps MSS services can begin any time during prenatal, delivery or postpartum period up to 60 days following the end of pregnancy.  ICM services can start after MSS ends (when baby is about 3 months old) and can continue up to the last day of the month when baby turns one.

Services may be provided in an office, home, or alternative location.

Services can include:
  • Assessment
  • Education
  • Referrals to resources in community
  • Interventions
  • Brief Counseling

Services are provided by a multidisciplinary team.

Each team includes:
  • Nurses
  • Nutritionists
  • Behavioral Health Specialists
  • Community Health Workers
