  6. Request approval to accept the Washington Traffic Safety Commission grant for up to a total of $300,000 with a grant period of October 1, 2023 to September 30, 2023 for Electronic Home Monitoring (EHM) as provided by the District Court Probation Division. 
     
  7. Request approval District Court requests Council Approval to accept the Washington Traffic Safety Commission grant for up to a total of $50,000 with a grant period of October 1, 2023 to September 30, 2023 for Electronic Home Monitoring (EHM) as provided by the District Court Mental Health Court Program in the District Court Services Division.
     
  8. Request approval of a Memorandum of Understanding between Clark County and the International Brotherhood of Electrical Workers Local 48 (Union) for a general wage adjustment, effective January 1, 2023.
     
  9. Request approval to enter into a new Interlocal Agreement with Washington State Parks and Recreation. Also, request approval authorizing the County Manager to sign the agreement and any resulting amendments.
     
  10. Request approval to apply for a new Drinking Water Protection grant from the Washington State Department of Health. If selected, the Department of Health will amend the current Consolidated Contract to include approximately $30,000 in additional grant funds.
     
  11. Request approval of a resolution for the temporary road closure of Northwest 11th Avenue from approximately 800 feet north of the intersection with Northwest 164th Street to approximately 1,300 feet south of the intersection with Northwest 179th Street to construct new sanitary facilities, not to exceed 30 working days.

Separate Business:

  1. Request approval to serve as the sponsor to developer applications for the Connecting Housing to Infrastructure (CHIP) grant from the Washington State Department of Commerce, and to serve as the pass-through entity for approximately $1,640,000 in grant funds, if funding is awarded.
     
  2. Request approval to enter into a new Interlocal Agreement with Washington State University for the Master Gardner Program. Also, request approval authorizing the County Manager to execute the agreement and any amendments.

  7. Approval of a Memorandum of Understanding between Clark County and Local 335 Laborers’ International Union of North America, Health Care Division detailing the terms and conditions regarding the Baker Tilly Classification and Compensation Study.
     
  8. Approval to enter into new Interlocal Agreements beginning January 1, 2024, with neighboring local health jurisdictions for reimbursement of Regional Health Officer services. Further authorization for County Manager to execute the agreements and any resulting amendments.  
     
  9. Approval to apply for a National Environmental Health Association grant, total remuneration of up to $12,500, and approval for the Public Health Director to sign any resulting agreements or amendments.
     
  10. Approval to inter into an interlocal agreement with the City of Vancouver, effective December 1, 2023, for costs related to Leichner Landfill. Also request approval for the County Manager to sign the agreement and any resulting amendments. Expected remuneration to be $60,000 annually.
     
  11. Approval authorizing the County Manager to sign a Conservation Covenant for the Lower Daybreak Park Trail Improvements project mitigation property (PRJ0000206).
     
  12. Approval authorizing the County Manager to sign a Conservation Covenant for the NE Blair Road project mitigation property (PRJ322212).
     
  13. Approval to execute a Purchase and Sale Agreement in an amount not to exceed $30,719.05 and authorize County Manager to accept a Statutory Warranty Deed and other necessary closing documents from Trails at Whipple Creek, Inc. for purchase of property (Tract G), Serial Number 986064881 totaling 5,437 square feet.

Approval to authorize the submittal of a grant application to the Washington Department of Commerce for the purpose of stabilizing new refugees including those from Ukraine and Afghanistan, and to authorize the County Manager to sign all related grant application documents, grant agreements, resulting subcontracts, required reports, and any subsequent grant and subcontract amendments.
     
  3. Approval to enter into interlocal agreements with eh cities of Battle Ground, Camas, La Center, Ridgefield, Vancouver, Washougal and the Town on Yacolt for the purpose of updating the comprehensive solid waste management plan. Also requesting approval for the County Manager to sign the agreement and any amendments.
     
  4. Approval authorizing the County Manager to sign a Project Agreement between Clark County and Columbia Land Trust for the Horseshoe Falls acquisition project in an amount not to exceed $260,000.
     
  5. Approval of the Contract for the Law and Justice Bed Capacity and Renovations Project for Phase 1 services to include programming, predesign, and initial building site investigation.
