Northeast 68th Street Sidewalk

Clark County and the City of Vancouver are partnering on the Northeast 68th Street Sidewalk project. The project’s goal is to make the area safer for pedestrians by adding sidewalks and marked pedestrian crossings.

Northeast 68th Street between Highway 99 and Northeast St. Johns Road serves a densely populated residential neighborhood with an average daily traffic of 3,288 vehicles. It currently has few sidewalks.

The county’s portion of the project will fill in segments of missing sidewalk for approximately 5,500 feet along the south side of Northeast 68th Street. The city will construct improvements on south side of the Northeast 68th Street. There will be a continuous sidewalk on the south side on Northeast 68th Street from Highway 99 to Northeast St Johns Road. This project is meant to fill in the gaps between the existing segment of sidewalks on one side of the road only.

UPDATE - March 2024

A contractor for the project has been selected and construction will begin in March. Construction will require various lane closures of Northeast 68th Street between Northeast 10th Avenue and Northeast 14th Avenue. Local access for emergency vehicles and neighboring residents will be maintained during the closure.

Portions of the existing roadway has very narrow shoulders, limited sections of sidewalk, and open ditches. Adding sidewalks and other features will increase safety for pedestrians.

The project includes:

  • Filling in missing segments of sidewalk along approximately 5,500 feet on the south side of the Northeast 68th Street.
  • Addition of four crosswalks with warning signs crossing Northeast 68th Street, located at:
    • Northeast 14th Avenue
    • Northeast 17th Avenue
    • Hazel Dell Community Park
    • Northeast 28th Avenue
  • New street lighting at each crosswalk.

We balance community input with other considerations to create the best possible final design. Considerations include legal requirements, environmental impacts, budget and safety. Input among residents, user groups and stakeholders often differs. While we do our best to incorporate resident input, we are not able incorporate all input or requests. Project timeline

Construction is currently scheduled for spring 2024. Construction will require a short-term full road closure of Northeast 68th Street between Highway 99 and Northeast 16th Avenue. Local access for emergency vehicles and neighboring residents will be provided. We will provide updates and additional information after a contractor has been selected.

Budget

The estimated construction cost for the county’s portion of the project cost is $3 million. The estimated construction cost for the City of Vancouver’s portion of the project is $1.2 million.

Funding for project design and construction is supported by:

  • Federal and state grants.
  • Traffic impact fees.
  • Real estate excise taxes.
  • County Road Fund.
  • Southwest Washington Regional Transportation Council, which awarded Clark County and the City of Vancouver $1.7 million in federal construction funding from the Transportation Alternatives and Congestion Mitigation Air Quality Programs.
  • The Transportation Improvement Board, which awarded Clark County and the City of Vancouver $400,000 in state construction funding.
