Clark County Green Business will host a three-part virtual workshop series this spring for building sustainability focused teams.

In the first month of operation, 4,648 people received free COVID-19 tests at the Tower Mall COVID-19 Community Testing Site.

The testing site opened on Jan. 12 and operates five days a week. On opening day, 375 people were tested for COVID-19 – the highest number of tests administered in one day.

Testing at the site is recommended for people 4 years and older who are experiencing COVID-19 symptoms or who have been exposed to someone who has tested positive for COVID-19.

Property managers of apartment complexes large and small are challenged with preventing pollution from various sources. To support best practices, the Green Apartment Living partnership has brought together speakers to offer tips and takeaways.

Vancouver, Wash. – Clark County middle- and high-school students have an opportunity to showcase their video skills and win cash prizes. Stormwater Partners of Southwest Washington is partnering with Oregon’s Regional Coalition for Clean Rivers and Streams to launch “The River Starts Here Student Video Contest.”

Consultant will present information on housing supply, demand and needs

The Housing Options Study and Action Plan project’s purpose is to identify housing challenges within the unincorporated Vancouver Urban Growth Area and opportunities to encourage development of housing that is affordable to a variety of household incomes through the removal of regulatory barriers and/or implementation of other strategies.


• Treasurer

Clark County Treasurer Alishia Topper today announced that property tax statements for 2021 are set to mail within the next week.

Property tax statements include property tax levy rates, amounts, special assessments and certain fees.

The Treasurer’s Office is sending 95,672 paper statements and 3,428 e-statements to people who registered to receive tax bills online. 


• Clark County Council

The Clark County Council has appointed Kathleen Otto as County Manager. Otto has been Interim County Manager since March 2020. She has previously served as Deputy County Manager, Director of Internal Services and Director of Human Resources.

The county council approved a two-year contract with Otto.

Otto earned a bachelor’s degree in business administration from the University of Portland and a master’s degree in business administration from the University of Phoenix.

Otto and her husband live in the Venersborg area.


• Public Health

The COVID-19 community testing site at Tower Mall (5403 E. Mill Plain Blvd., Vancouver) will open at noon Tuesday, Feb. 16.

People who have pre-registered for testing will be notified if their scheduled appointment is affected by the late opening. Notification will be delivered using the contact information provided during pre-registration. Pre-registration information will remain in the system so people can be tested at their convenience during operating hours.


• Public Works

Vancouver, Wash. – Clark County Public Works has closed Southeast 347th Street between Southeast Lawton Road and Southeast Jennings Road in Washougal, Wash. due to deteriorating weather conditions.

Crews with Clark County Public Works have been focusing on the Washougal and east county area over the last 48 hours due to the severity of winter-weather conditions. This quarter mile of road has eight-foot or more snow drifts that make it impassible to both residential vehicles and county snow plows.

Vancouver, Wash. – Clark County has declared a state of emergency for the Greater Clark County area effective Saturday, Feb. 13, 2021.

Multiple roads throughout the county, especially in Washougal, have become impassable due to deteriorating weather conditions.

As of 6 a.m., six Public Works snowplows were stuck in deep snow and ice in the Washougal area. One vehicle has since been recovered and crews are working to recover the remaining five vehicles.
