Vancouver, Wash. – County Manger Kathleen Otto has presented her recommended 2023 budget to the county council for consideration. 

“The recommendations for the 2023 annual budget address appropriate level of reserves; minimizing impacts to services and residents; and critical needs,” Otto said during a presentation to council. “Additional budget items will be considered in early 2023 including compensation considerations, capital projects, and any outstanding jail transition-related items.”

The county manager is seeking applicants to fill several positions on the volunteer Community Action Advisory Board.

Positions include an elected official from the county’s fourth district, low-income representatives from the county’s third and fifth districts and a community representative from the county’s third and district.

Term periods start Jan. 1, 2023, and are three years, ending Dec. 31, 2025. Incumbents have the opportunity for re-appointment to two additional three-year terms.

The playground and northern portion of the trail at Orchards Community Park will be closed beginning Monday, Nov. 28 while a contractor services hazardous trees within the park. The closure will be in place daily through Friday, Dec. 2. Signs will be posted to notify park users of the closure.

The Clark County Arts Commission will host a reception for the artists 5:30-8 pm Friday, Dec. 2 at the Rebecca Anstine Sixth Floor Gallery located in the Clark County Public Service Center, 1300 Franklin St. The event is free and open to the public.

Beginning Monday, Nov. 28, Northwest 11th Avenue will be closed between Northwest 149th Street and Northwest 164th Street as a private contractor, Rotschy INC, installs a new sanitary sewer line. Construction requires a 200-foot work area that does not allow for traffic to safely use the road while sewer work is underway. Beginning in February 2023, the closure will be expanded north to Northwest 179th Street, and last approximately two months.

Clark County Public Works is seeking quotes from businesses that can clean privately owned stormwater catch basins as part of the Catch Basin Cleanout Program. The program is designed to make it easier for owners of catch basins to perform routine maintenance that protects water quality and publicly owned stormwater infrastructure. The selected vendor will partner with the county and City of Camas to offer catch basin cleanings at a flat rate. County and city staff will share information about the program during inspections of privately owned catch basins.

Voters who have had their ballot rejected due to their signature on their envelope not matching the signatures contained in their voter registration record or because the signature is missing from their ballot return envelope may resolve those issues up until 5 p.m. Monday, Nov. 28.

Signature update forms are sent to all voters with rejected ballots with a letter explaining how they may resolve their signature issue so their ballot can be counted. The letter explains that voters have until 5 p.m. Monday, Nov. 28 to return the completed form, so their ballot may be counted.

The Clark County Council is seeking applicants to fill seven seats on a fifteen-person board that advises the county on matters related to the Chelatchie Prairie Railroad.

All applicants will be considered, although experience with railroad or railroad-related business is preferred.

Board members serve three-year terms. Terms are to begin after Jan. 1, 2023.

The Clark County Arthur D. Curtis Children’s Justice Center recently was awarded a $25,000 grant from the Firstenburg Foundation. The grant will be used to support CJC’s victim advocacy program during the 2023 fiscal year.

“CJC is currently responding to 40% more cases of suspected child maltreatment – and more serious types of abuse – than we saw pre-COVID,” said Amy Russell director for CJC. “We are thrilled to receive this generous grant from the Firstenburg Foundation to further our victim advocacy efforts.”

The Clark County Finance Committee is scheduled to meet at 9:30 am Tuesday, Nov. 15, 2022.
