Respiratory viruses continue to spread at high levels in Clark County. About 38% of influenza tests administered in Clark County were positive for the second week in a row, and the county’s 7-day COVID-19 case rate climbed to 87.5 cases per 100,000 people – the highest case rate since August.

Dr. Alan Melnick, Public Health director and Clark County health officer, and Dr. Steven Krager, Clark County deputy health officer, joined other health leaders across the state today to issue the following statement:


• County Manager

A majority of the Clark County Council this week voted to approve the annual budget for 2023. The total expense budget for 2023 is $753.5 million.


• Public Works

2023 annual parking passes for county regional parks are available for purchase beginning Tuesday, Dec. 6. Daily parking fees are charged year-round at four county regional parks – Frenchman’s Bar, Lewisville, Salmon Creek and Vancouver Lake – and range from $2 to $8 depending on vehicle type. The daily parking fee can be paid at the fee booth when fee collection staff are present, via the Flowbird mobile app, self-pay stations or by displaying a valid annual parking pass.


• Public Health

The Clark County Council is seeking applicants for a volunteer position on the Solid Waste Advisory Commission. The position represents public interest groups within Clark County and will advocate for the best interest of the public, regarding solid waste.

The three-year term begins once an applicant is appointed by the council. Regular meetings are held quarterly at 6 pm on the first Thursday of February, May, August, and November. 


• Community Services

The Clark County Council is seeking community members with expertise in or experience with people with intellectual/developmental disabilities to serve on the Developmental Disabilities Advisory Board. The application deadline has been extended to 5 pm Wednesday, Dec. 9, 2022.

The 10-member advisory board makes recommendations to the county council relating to developmental disabilities services and issues. Members provide leadership to improve the efficiency and effectiveness of community programs.


• Elections

Clark County Elections received an application from candidate Don Benton for a partial manual recount of specific precincts involved for the Clark County Council District 5 Race.


• Public Health

The Clark County Council is seeking applicants for a volunteer position on the Solid Waste Advisory Commission. The position represents the agricultural community within Clark County. The applicant must own or be employed by an agricultural entity located in Clark County.

The three-year term begins once an applicant is appointed by the council. Regular meetings are held quarterly at 6 pm on the first Thursday of February, May, August, and November.


• Public Works

Vancouver, Wash. – The community is invited to help guide how the Clark County Heritage Farm Sustainability Plan implements the goals outlined in the Heritage Farm Master Plan to best serve the community. Public Works is hosting an open house on Dec. 14 for the community to learn about what is currently happening at Heritage Farm, hear about plans for the site and offer feedback and ideas. 


• Budget

Vancouver, Wash. – County Manger Kathleen Otto has presented her recommended 2023 budget to the county council for consideration. 

“The recommendations for the 2023 annual budget address appropriate level of reserves; minimizing impacts to services and residents; and critical needs,” Otto said during a presentation to council. “Additional budget items will be considered in early 2023 including compensation considerations, capital projects, and any outstanding jail transition-related items.”


• Community Services

The county manager is seeking applicants to fill several positions on the volunteer Community Action Advisory Board.

Positions include an elected official from the county’s fourth district, low-income representatives from the county’s third and fifth districts and a community representative from the county’s third and district.

Term periods start Jan. 1, 2023, and are three years, ending Dec. 31, 2025. Incumbents have the opportunity for re-appointment to two additional three-year terms.
