The Treasurer's Office bills and collects property taxes but is not involved in determining the billing amount. To calculate a tax bill, every taxing district, including Clark County and all the cities in the county, submit their adopted budgets annually to the County Assessor. The County Assessor then calculates the tax rate using the assessed value in combination with the budget amount for each district. All rates are levied per $1,000 of taxable value based on the certified assessed value as of January 15 of the prior calendar year. Values certified in the current year are used to calculate the next year taxes.

Special Assessment Billings
Pursuant to RCW 84.56.035, the Treasurer is authorized to collect assessments on behalf of local government entities for the purposes of efficiency and cost-effectiveness. The Treasurer may charge an administrative fee per billing for the service to collect special assessments (RCW 36.29.180):
