The funding from AOC is available for the period of January 1, 2025 to June 30, 2025 in form of a reimbursement grant.

  4. Request approval to recognize new revenue from the Office of Crime Victims Advocacy STOP Domestic Violence grant and add a 1.0 FTE Deputy Prosecuting Attorney I/II twelve-month project position, to be paid for by this funding.
     
  5. Request approval authorizing the County Manager to sign an interlocal agreement with the Office of Superintendent of Public Instruction (OSPI) to conduct inspections of sites preparing and serving food to kids through the summer lunch program. It is anticipated that Public Health staff will conduct 20 inspections with compensation of $600.00 per inspection to cover staffing costs. Total anticipated amount is $12,000.00.
     
  6. Request approval of Resolution 2025-04-04 for the temporary road closure of Northeast 159th Street from approximately 0.68 miles west of Northeast 182nd Avenue to the intersection with Northeast 182nd Avenue and on Northeast 182nd Avenue from the intersection with 159th Street to approximately 0.26 miles north of Northeast 159th Street for the Hockinson Fun Days Parade, on May 31, 2025, for a period not to exceed four hours.
     
  7. Request approval authorizing the County Manager to sign a one-year extension to a professional services agreement with PBS Engineering and Environmental, Inc. for groundwater monitoring activities at Camp Bonneville increasing the contract by $357,325 for a new not-to-exceed amount of $1,021,305.
     
  8. Request approval to recognize revenue from an already existing contract with the City of Battle Ground to provide services for after-hours support for WASIC/NCIC and increase the Sheriff’s Office budget capacity to recognize and expend these revenues.
     
  9. Request approval to recognize revenue from an already existing contract with the City of Camas to provide services for after-hours support for WASIC/NCIC and increase the Sheriff's Office budget capacity to recognize and expend these revenues.

  10. Request approval to recognize revenue from an already existing contract with the City of Ridgefield to provide services for after-hours support for WASIC/NCIC and increase the Sheriff's Office budget capacity to recognize and expend these revenues.

  11. Request approval to recognize revenue from an already existing contract with the City of Washougal to provide services for after-hours support for WASIC/NCIC and increase the Sheriff's Office budget capacity to recognize and expend these revenues.

  13. Request approval of a budget-neutral adjustment to the 2025 budget for the Sheriff’s Office to acknowledge and allocate revenue from the Merwin/Yale/Swift Lakes marine enforcement contract with PacifiCorp.

  14. Request approval to accept a $6,000 grant from the Washington Association of Sheriffs and Police Chiefs (WASPC) for the purchase of 1 speed LIDAR and 5 Field Sobriety Testers (FSTs) units to increase traffic safety.
     
  15. Request approval to accept a $26,128 grant from Washington Association of Sheriffs and Police Chiefs to support Sheriff's Office Body Camera Program and authorize a budget-neutral adjustment to the 2025 budget for the Sheriff's Office to acknowledge and allocate this revenue.
     
  16. Request approval to accept a $10,000 grant from Washington State Department Of Commerce to support the Clark County Domestic Violence Program and authorize a budget-neutral adjustment to the 2025 budget for the Sheriff’s Office to acknowledge and allocate this revenue.

Separate Business:

  1. Request approval authorizing the County Manager to sign a three-year contract with Humane Society of Southwest Washington for Animal Shelter services, and any resulting amendments. Additionally, request preauthorization to allocate ongoing General Fund dollars for the requested financial impacts pertaining to the increase in the contract amount.
     
  2. Request approval of Resolution 2025-04-03 delegating authority for allocating funds for Public, Educational, and Governmental access equipment repair and replacement, and establishing a process for such allocations.
     

  3. Request approval of an amended Resolution relating to the three alternatives to be studied in the Draft Environmental Impact Statement for Clark County’s 2025 Comprehensive Plan periodic update pursuant to Chapter 36.70A RCW. Continued to April 15, 2025, at 10am

  4. Request the Council’s consideration to change the EMS Interlocal Cooperation Agreement and subsequently the EMSD2 Bylaws to add additional board members.
     
  5. Request approval authorizing the County Manager to sign an agreement with Waste Connections of Washington, Inc. to provide collection of source separated yard debris from single family and multi-family residences in unincorporated areas of Clark County. In addition, request approval of interlocal agreements to allow the City of Battle Ground, the City of La Center, and the Town of Yacolt to sign onto the contract

  6. Request approval of the Final Order of Vacation for Kettenring Road; PRJ0003310.
