Current fee waiver program could change or end at year's end

Vancouver, WA  ̶  The Board of County Councilors voted Tuesday to appoint a task force to study alternatives to the current fee waiver program and eliminate the current program at the end of the year.

All building project applications submitted on or after Jan. 3, 2017, when the county reopens for business after the New Year’s Day holiday, will be subject to fees or any other fee waiver program in effect at that time.

Meanwhile, the task force will make recommendations to the council about ending or substantially modifying the current fee waiver program. A 2013 resolution establishing the current program contains provisions for its eventual review and potential repeal.

The council’s decision Tuesday alters a 250-day notice to commercial developers regarding the end of the program, instead giving them until 3 p.m. Friday, Dec. 30, 2016 to apply for projects now eligible for the waivers.

The program applies to commercial and retail projects, not residential development.

The fee waiver program covers traffic impact fees and the cost of processing applications, conducting inspections, reviewing project plans and conducting a State Environmental Policy Act review.
