Request approval authorizing the County Manager to sign an interagency agreement (Agreement No. WCC-26021) with the Washington State Department of Ecology for noxious weed control provided by the Washington Conservation Corps, at a cost not to exceed $101,440, and amendments to extend or increase the agreement cost.

  7. Request approval authorizing the County Manager to sign the Interlocal Agreement between Clark County and the City of Ridgefield for Public Works Maintenance and Projects.

  1. Request Council approval to repurpose budget between Clean Building projects. Separate Business:

  1. Request preapproval of a one-time budget increase of $328,400 in the General Fund (Fund 0001) to cover the increased cost of the Interpreter Services Program (PG0557) in 2026. This increase is related to increased caseload and the Interpreter Services Program being located over two physical locations since January 2026 and going forward. This is a shared service District Court provides between District Court, Superior Court, Juvenile Court, Prosecuting Attorney’s Office, Defense Counsel, Jail Services, Battle Ground Municipal Court, and Camas/Washougal Municipal Court.  

  2. Request pre-approval of a one-time budget increase of $422,400 in the General Fund (Fund 0001) to cover the increased cost of District Court’s Electronic Monitoring Program in 2026 and use existing budget funding until budget appropriation in the 2026 Fall Supplemental. District Court is requesting this funding in support of ongoing collaborative efforts of the criminal justice stakeholder partners to provide options for pretrial release conditions in both Superior and District Courts. This request is being made before the 2026 Fall Supplemental, as current funding is projected to run out by end of September 2026.  

  3. Request approval authorizing the preorder of 2027 replacement vehicles and equipment. 
     
  4. Request approval of a professional consulting services agreement (SCN00004552) with HDR Engineering, Inc. to provide consulting, facilitation, and technical support to the Regional Solid Waste System Steering Committee in evaluating regional governance, public ownership options, and operational changes to the regional solid waste system

  5. Request approval of a resolution (2026-08-10) delegating authority to the Treasurer’s Office to coordinate and execute the issuance of Limited Tax General Obligation (LTGO) bonds to finance multiple capital projects in the Clark County Event Center Master Plan and other eligible capital projects at the Clark County Event Center. Evergreen Boulevard, Vancouver, Washington, for a term of 21 months. Also, request preapproval for additional budget revenue and expense capacity for 2026 and 2027

  5. Request preapproval for expense budget and revenue to remove two trees at the Main Courthouse that have died and to allow the County Manager to sign any resulting contract for the work to be completed. 

  6. Request approval authorizing the County Manager to sign the Assurance Managed Services Agreement with One Diversified, LLC for four years of support and maintenance services for the hearing and training room equipment, as well as any future amendments. Also request preapproval to repurpose the project savings and for additional expense and revenue budget capacity

  7. Request approval authorizing the County Manager to sign the Interlocal Agreement with Tacoma-Pierce County to issue food worker cards. Also, request approval authorizing the County Manager to sign the agreement and any resulting amendments. Annual remuneration is anticipated to be $210,000 over the five-year contract period

  8. Request approval to accept funds from the Alternative Drinking Water Program within Washington Department of Health and authorize the County Manager to sign the contract and any future amendments. The anticipated revenue is $70,000. 

  9. Request approval authorizing the County Manager to sign an Interlocal Agreement between Clark and Skamania Counties for Public Works Maintenance and Projects

  10. Request approval of a Resolution for the temporary road closure of NE Cole Witter Road from approximately 150 feet east of NE 172nd Avenue to the terminus of the roadway for chip sealing not to exceed four days

  11. Request approval authorizing the County Manager to execute a Release of Slope Easement on Assessor’s Tax Parcel Number 200084-005.

  12. Request approval authorizing the County Manager to sign Amendment No. 2 to a Professional Services Agreement with Moore Iacofano Goltsman, Inc. (MIG) to increase the contract by $42,000 for additional consulting support services for the Americans with Disabilities (ADA) Transition Plan for Parks and Nature (SCN00003875)

  13. Request approval to enter into a Public Assistance Grant Agreement with the Washington State Military Department to cover damages due to the severe winter storm in December 2025 under declared disaster 4906-DR. Request approval authorizing the County Manager to sign any resulting agreements or amendments. Also, request approval of a resolution designating signature authority for the County to Kathleen Otto, County Manager and Mark Gassaway, Finance Director, as required by FEMA. The total reimbursement amount is anticipated to be up to $3,000,000.

Separate Business:

  1. Request approval to submit a grant application under Round 2 to Washington State’s ESHB 2015 Public Safety Funding Program. The total grant funding amount is anticipated to be up to $4,835,000

  2. Request approval of a Resolution authorizing the County Manager to execute a Right-of-Way Dedication Deed to Clark County, being Assessor’s Tax Parcel Number 199630-000

  3. Request approval of a Resolution authorizing the County Manager to execute a Right-of-Way Dedication Deed to the City of Vancouver, being a portion of Assessor’s Tax Parcel Number 176384-000. 

  4.   7. Request approval authorizing the County Manager to execute Felony and District Court contracts with Columbia Legal Advocates P.C. to address the case backlog. Authorize the County Manager to execute amendments to the current felony and district court contracted attorneys to support backlog reduction.
