Councilor Bowerman grew up in Kansas and enjoyed her first political experience there, working for the Governor writing position papers. While at Topeka High School she was in the first American Field Service cohort to live in Turkey. This experience developed a life-long love of international travel and later as a business dean, for developing opportunities for college students to study abroad.  She had work permits for typing magazine copy to contribute to household income at a young age, and later held research and teaching assistantships to bring her value on education to reality. When she attended Texas A&M for the doctorate, she also served as Executive Director of the first Commission on the Status of Women in the Texas Governor’s Office.  She then lived and worked in California until she and her husband chose the Great Northwest for retirement in 2012. She and her husband of 43 years have four grown children with four grandchildren and counting.

Experience

  • Dean—and now Dean Emeritus—California State University, San Bernardino

  • 30 years as Professor of Management in higher education at undergraduate and graduate levels at CSU Fresno and CSU San Bernardino

  • Councilor Bowerman has co-authored textbooks in business leadership, written a range of teaching materials for textbooks in administrative theory and human resources and is now writing on the subject of escalating commitment in losing business situations

  • PhD, Texas A&M University, (“The Distinguished Graduate Student in recognition of her academic achievement, professional dedication and service to her fellow students”)

  • Masters, Kansas University

  • Undergraduate degrees in political science and speech communications, Wichita State University (Magna Cum Laude and named Outstanding Graduate in both majors)

Community involvement

Community service reflects dedication to the political process (Clark County Councilor District 3 2021-2024; Clark County Republican Women Board of Directors 2018-2020; Clark County Precinct Committee Officer 647 2016-2022; and Lake Oswego, OR City Councilor 2013-2015–an elected but volunteer position), business mentorship to small business start-ups (SCORE - Service Corps of Retired Executives pro bono mentor 2012-2015); and recognition of our veterans’ service (Founding member of the Board, Lake Oswego Veterans Memorial honoring U.S. military veterans and first responders, obtaining its 501(c)3 status, drafting by-laws, registering the project as a Charitable Trust and negotiating an Agreement with the City  2012-2015).
