15. Approval authorizing the County Manager to sign an Interlocal Agreement between Public Health, Public Works Clean Water Division, and Clark Conservation District to work as partners on a Washington Department of Ecology Water Quality Improvement Grant (“Poop Smart Clark”).
16. Approval authorizing the County Manager to execute a Cooperative Agreement (GCB 3568) with Washington State Department of Transportation for System-Wide Signal Enhancement (Project No. 310722).

Approval authorizing the County Manager to execute an amended Operator Agreement with the Discovery Clean Water Alliance to transfer operational responsibility to Clark Regional Wastewater District by July 1, 2022 and support the full and complete transfer of operations, property, contracts, and agreements by December 31, 2022.
5. Approval authorizing the County Manager to sign a lease agreement, and subsequent renewals, with the Clark County Mosquito Control District for property located at 8115 NE St. Johns Road, Building Area “P”, Vancouver, WA.

Approval authorizing the County Manager to sign an Interlocal Agreement with Clark Public Utilities for the relocation of poles, electrical lines, and other facilities necessary to construct the Northeast 99th Street Project and 2) sign a utility easement allowing Clark Public Utilities to relocate its facilities in the Northeast 99th Street right-of-way.
7. Approval of a resolution granting signature authority that would allow the County Manager to sign certificates of ownership and registration documents pertaining to disposal of surplus county property.
8. Approval of a resolution authorizing the County Manager to execute an Interlocal Agreement between Clark County and the City of Vancouver for the City to manage the Student Watershed Monitoring Network Program.
9. Approval of a resolution adopting the 2022-2027 Stormwater Capital Plan.

1. Approval to accept two new Low Income Home Water Assistance Program (LIHWAP) grants from the Washington State Department of Commerce and authorize the County Manager to sign all related contracts, amendments, and required reports including a new subcontract with Clark Public Utilities to fund and administer the program.
2. Approval authorizing the Public Health Director to sign the Consolidated Contract (ConCon) with Washington State Department of Health and resulting amendments.
3. Approval authorizing the County Manager to sign Supplemental #1 to Agreement 782871 with Harper, Houf, Peterson, Righellis, Inc. for engineering and environmental permitting services for the NE 68th Street Sidewalk Project, #372122. The amendment increases the contact amount to $529,416.20.
4. Request approval of M1, M2, and M3 wage adjustments for 2022.
