  1. Request approval to amend Section 5.2 Dedicated Revenues of the Interlocal Agreement by and between Clark County and the City of Vancouver with respect to the Exhibition Hall
     
  2. Request approval of Ordinance 2024-06-04, which will codify changes to Clark County Code 40.520.040 and 40.520.080 that were inadvertently left out of Ordinance 2024-03-02 to implement middle housing and small single-family strategies as outlined in the Housing Options Study and Action Plan. Public Hearing held on March 5, 2024.
     
  3. Request approval to adopt the 78th Street Heritage Farm Sustainability Plan.
     
  4. Request approval to accept the 2023 Annual Bridge Report.
     
  5. Request approval to add a Judicial Assistant to support the 12th Superior Court Judge, which was approved by the Council in the 2024 budget process and subsequently passed by the Washington State Legislature.

  5. Approval to repurpose $235,000 of existing expense budget in the Fund 5193: Major Maintenance 2024 budget to begin Architectural and Engineering for the Administration Building identified in the new Fairgrounds Master Plan.
     
  6. Approval authorizing the County Manager to sign a one-year extension to a professional services agreement with PBS Engineering and Environmental, Inc. for groundwater monitoring activities at Camp Bonneville.
     
  7. Approval of a resolution for the temporary road closure of Northeast 179th Street from Northeast 29th Avenue to Northeast 50th Avenue to construct new sanitary facilities, not to exceed 120 days.
     
  8. Approval authorizing the County Manager to sign the Applicant Resolution/Authorization form and Landowner Acknowledgement form for the Cougar Creek 3 Enhancement 24-1542 grant proposal of $1,170,646 to Washington State Recreation and Conservation Office.

Separate Business:

  1. Approval to adopt a formal fund balance policy for Fund 3085: Conservation Futures Fund.
     
  2. Approval for the Department of Jail Services to enter into an Interagency Agreement with the Washington State Criminal Justice Training Commission and accept funding for the reimbursement for any assigned staff. Additionally, request approval to hire two revenue positions for the duration of the agreement to back-fill the operational vacancies created by appointing two TAC Officers to the Southwest Washington Regional Academy.
     
  3. Approval of a contract with LuminUltra Technologies Inc. to provide qPCR analytical laboratory services in an amount not to exceed $140,000 through April 30, 2026.
     
  4. Approval to create a capital project and authorize the County Manager to execute a Purchase and Sale Agreement and to sign a deed and other necessary closing documents to acquire 12.7 acres along Salmon Creek near the Gordy Jolma Family and Salmon-Morgan natural areas.
