These items were presented and approved by the Council at a public hearing held on March 26, 2024.
     
  2. Approval of a Joint Resolution of the Clark, Klickitat, and Skamania Boards of County Councilors/Commissioners to appoint Mary Williams as the City of Vancouver’s designee to Position 5 on the Fort Vancouver Regional Library Board of Trustee’s for a term that is effective immediately to Dec. 31, 2031.
     
  3. Approval authorizing the County Manager to sign a purchasing exemption for the Fair Site Management Group (FSMG), per RCW 39.04.280(1)(b)  Competitive Bidding Requirements – Exemptions: Purchases involving special facilities or market conditions.
     
  4. Approval authorizing the County Manager to sign an Interagency Agreement with the State of Washington acting by and through the Energy Program of the Department of Enterprise Services to help the county implement the Washington State Clean Buildings Performance Standard.
     
  5. Approval of a resolution to distribute public utilities state excise tax funds received by Clark County.

  14. Approval of an amendment to Staff Report SR 25-24, which was approved on Feb. 6, 2024 and authorized the Sheriff to hire a two-year Sergeant Project Position. The requested amendment would instead be for a Revenue Position.

Separate Business:

  1. Approval authorizing the County Manager to sign and execute a three-year contract with West Coast Code Consulting, Inc. for commercial structural plan review services. Additionally, request approval of ongoing costs for commercial structural plan
    review services.
     
  2. Approval of adopting Ordinance 2024-03-02, which will codify Title 40 changes applicable to Urban Residential districts (R1-5, R1-6, R1-7.5, R1-10, R1-20) and implement middle housing and small single-family strategies as outlined in the Housing Options Study and Action Plan. Public Hearing held on March 5, 2024.
     
  3. Approval authorizing the County Manager to sign and execute a new three-year contract with Aon Consulting, Inc., as well as sign any resulting amendments. Also request an increase in budget authority for 2024 and ongoing.
     
  4. Approval authorizing the County Manager to execute a Release of Covenant to Clark County and a Conservation Covenant for the Camp Hope Water System Upgrade project mitigation (PRJ405961) and the Camp Hope Master Plan mitigation.
     
  5. Approval of a grant in the amount of $330,000 for Vancouver Lake Management Plan Implementation proviso from the Department of Ecology to be implemented through June 30, 2025. (updated 4/16 at 11:35am)
