Council Meetings are held in a hybrid format. You can join in person, on the 6th floor of the Public Service Center, 1300 Franklin Street, Vancouver, WA 98666, or virtually.

If you would like to participate in public comment, you can come to the Public Service Center 6th floor Hearing Room, provide comment over the phone, or by logging into WebEx.

  8. Request approval to repurpose $8,000 from Ledger Account 5310000 Supplies to Ledger Account 5600000 Capital Outlay to purchase a scrubber.
     
  9. Request approval to accept a one-year grant from the Washington State Health Care Authority in the amount of $451,892 and delegate authority to the County Manager to sign the contract and any resulting amendments. Also request approval of a sole source resolution with WCHS, Inc. and authorize the County Manager to sign related contracts with WCHS, Inc. and Pier 360 (formerly Consumer Voices are Born).
     
  10. Request approval authorizing the County Manager to sign a professional services consultant agreement (SCN00002654) with Otak, Inc. for design services on scour repairs for Daybreak Bridge #273 (NE Daybreak Road/Hyatt Road, Mile Post 11.09) project; CRP 320222; PRJ0001780. If needed, an option to extend the duration of the agreement and increase the original contract amount by up to 10 percent is available to the County and the consultant.
     
  11. Request approval authorizing the County Manager to sign a professional services consultant agreement (SCN00002659) with Otak, Inc. for design services on Matney South Bridge #169 at NE 232nd Avenue/Matney Creek. If needed, an option to extend the duration of the agreement and increase the original contract amount by up to 10 percent is available to the County and the consultant.
     
  12. Request approval authorizing the County Manager to sign a professional services consultant agreement (SCN00002654) with Otak, Inc. for design services on Whipple Creek, Knapps Station, and Carson Bridges. If needed, an option to extend the duration of the agreement and increase the original contract amount by up to 10 percent is available to the County and the consultant.
     
  13. Request approval of the Final Order of Vacation for a portion of Northwest Lancaster Road; PRJ0001387.
     
  14. Request approval authorizing the County Manager to represent the County as owner of two lots of the Daybreak Sky Ranch Homeowner’s Association.
     
  15. Request approval of a Notice of Hearing and Resolution directing the County Engineer to review the petition to vacate an unused portion of NW 111th Street and set a public hearing date of January 23, 2024. Project no. PRJ0002836.
     
  16. Request approval of an Interagency Agreement with the Washington State Criminal Justice Training Commission for reimbursement of funds associated with deployment of a Deputy Sheriff to the Southwest Washington Regional Academy.

Separate Business:

  1. Request approval authorizing the County Manager to sign a mitigation bank instrument establishing a new priority habitat mitigation bank in Clark County (Wapato Valley Oak Mitigation Bank).
     
  2. Request approval of the adopting ordinance related to Essential Public Facilities that will create a process for facilities that are typically difficult to site. Public hearing held on Oct. 17, 2023.
     
  3. Request approval of a contract with Seaview Environmental Company LLC or $346,400 for completion of an environmental impact statement and capital facilities planning in support of the 2025 Comprehensive Growth Management Plan periodic update.
     
  4. Request approval of the Historic Preservation Commission’s recommendation to fund two projects for the 2024 Historical Promotion Grant program at a total amount of $36,009.17.
     
  5. Request approval authorizing the County Manager to execute a three-year contract with Navia Benefit Solutions for Spending Accounts Administrator Services.
     
  6. Request approval authorizing the County Manager to execute the 2024 Public Defense Superior Court Felony Contracts and any future amendments.

If selected, DOH will amend the current Drinking Water Group B grant to include $70,196 additional funds and an updated scope of work.

Request approval to reaffirm a previous motion made by the Council at their special meeting of November 6, 2023, whereby for the month of November they suspended Section 5 of the Code of Professional Conduct under the Rules of Procedure pertaining to activation of video during virtual attendance of meetings. *add-on item, approved
