Planning Commission Hearing - 2025-2045 Comprehensive Plan update

The meeting will be held in person at 1300 Franklin St., Vancouver, 6th Floor Hearing Room and virtually via Webex. The Planning Commission will consider the following updates to the county’s comprehensive plan:

  • Changes to the comprehensive and zoning plan map;
  • Updates to policies and text in the comprehensive plan document;
  • Changes to Clark County Code Title 40, the county’s unified development code, to implement map and policy changes;
  • Changes to the Arterial Atlas;
  • Updated Capital Facilities and Capital Facilities Financial Plans; and
  • Updated school, fire and traffic impact fees.

Washington Department of Commerce Submittal

Washington Department of Commerce Submittal

Each county and city planning under the Growth Management Act is required to notify the Washington Department of Commerce at least 60 days in advance of their intent to adopt comprehensive plan and development regulation amendments. In two packages, the county submitted the items listed below and a submittal list to Commerce on 7/24/2026. For reference, the name of each document below matches the document names in the submittal list.

County publishes Final Environmental Impact Statement

County publishes Final Environmental Impact Statement 

The county has prepared a final environmental impact statement (FEIS) in compliance with the State Environmental Policy Act (SEPA) for the proposed Updated Comprehensive Growth Management Plans of Clark County, Battle Ground, Camas, La Center, Ridgefield, Washougal, Woodland, and Yacolt.

The final environmental review document informs the public of the potential environmental impacts of the preferred growth alternative and possible mitigation measures. Issuance of the FEIS completes the required SEPA process.

Agencies, affected tribes, and members of the public are invited to comment on the FEIS in conjunction with public hearings that will be held on the comprehensive plan update later this year. There is not a separate hearing for the FEIS.
