  16. Request approval to move budget appropriation from the Sheriff’s Office Fund 1017: Narcotics Task Force Operating Budget services ledger to the Sheriff’s Office capital outlay ledger in the 2026 Operating Budget per the 2026 Budget Resolution in order to cover capital purchases and ensure resources are available for essential equipment replacement and operational readiness.

  17. Request approval to accept a $5,000 TJ Maxx public safety grant to target organized retail theft. Additionally, request the Council’s preapproval to increase the Sheriff’s Office operating budget services line by $5,000 for associate expenses.
     
  18. Request approval to move budget appropriation from the Sheriff’s Office Fund 1017: Narcotics Task Force Operating Budget services ledger to the Sheriff’s Office capital outlay ledger in the 2026 Operating Budget per the 2026 Budget Resolution requirement in order to facilitate the purchase of a vehicle from Public Works.

Separate Business:

  1. Request approval of a Purchase Agreement with BlueCrest to purchase two mail sorter machines to replace the current 20-year-old mail sorter machine. The purchase will be made through an interfund loan of $880,895 with the final terms to be approved by council. The interfund loan will be repaid by the Elections Department’s Capital Acquisition Replacement Account (CARA).
     
  2. Request approval of a request from the Assessor’s Office and Information Technology department for urgent preapproval of General Fund budget expense appropriation in the amount of $43,920 to pre-purchase additional programming and service hours from DocuNav, the county’s Laserfische implementation partner. The hours are required to redevelop and migrate existing Laserfische customer portals administered by the Assessor’s Office.
     
  3. Request approval to provide $2,000 to the Community Foundation of Southwest Washington to facilitate the delivery of honorariums to ECHO members with lived experience of homelessness. In addition, request approval authorizing the County Manager to sign the agreement and any resulting amendments or modifications to the agreement.
     
  4. Request approval authorizing the County Manager to sign professional services agreement SCN00004386 with Otak, Inc. to provide engineering design services for the Mill Creek Barrier Improvements project (CRP #353012; PRJ0004065). Also, request approval authorizing the County Manager to sign supplemental agreements, if necessary, extending the duration of the original agreement and increasing the contract amount by up to 10 percent.
     
  5. Request approval of Clark Regional Wastewater District’s request to annex an area identified as Annexation #01-25 to their Service Area Boundary.

  7. Request approval authorizing the County Manager to sign an Interlocal Agreement with the City of Camas to provide billable services through the County’s Community Restitution Program.
     
  8. Request approval of a resolution for the temporary road closure of Southeast Blair Road between Southeast Krohn Road and Southeast Washougal River Road to excavate and reconstruct the roadway, not to exceed 15 days.
     
  9. Request approval to publish a Notice to Contractors to request bids for the SE Blair Road project (CRP 391722/PRJ0000407).
     
  10. Request approval of a resolution for the cancellation of uncollectable delinquent property taxes, assessments and fees for business personal property and mobile home accounts.

Separate Business:

  1. Request approval of a resolution authorizing the County Manager to execute an access and Maintenance Agreement with the City of Vancouver for the Curtin Creek Short Plat.
     
  2. Request approval authorizing the County Manager to sign amendment no. 2 to the Memorandum of Agreement between Clark County and PCC Farmland Trust, doing business as Washington Farmland Trust, for the Salmon Creek and Whipple Creek Farm Preservation project in an amount not to exceed $750, 000, extending the completion date to June 30, 2026, and to carry forward unspent funds from this previously approved project from the 2025 budget to 2026.
     
  3. Request approval of Resolution 2026-02-11 authorizing the County Manager to execute an agreement between Clark County and Clark Public Utilities for the construction, installation, and operation of a public bulk water filling station at the county’s signal and paint shop facility.
