Request approval for grant acceptance of net grant acceptance of net neutral Department of Justice Grant Award No. 2019-VC-BX-K003 for a total of $43,925 over years 2024 and 2025 and to use existing expense budget capacity to cover estimated cost of $3,740 in 2024. This grant is a net neutral reimbursement grant in support of veteran treatment courts to cover related and approved expenses between May 1, 2024 and May 31, 2025. This grant was under revision and did not receive final approval until November 2024. District Court will follow up with a change request for the 2025 Fall Supplemental for the necessary budget appropriation under this grant related to 2025.

  7. Request approval of a Memorandum of Understanding between Clark County and LIUNA – Local 335 detailing the salary realignment of the Environmental Health Assistant classification based on the results of the Baker Tilly classification and compensation study.

  8. Request approval to move budget appropriation from the Fund 1003 Event Center Capital Outlay ledger to the Event Center Controllable ledger in the 2024 Operating Budget, per the 2024 Budget Resolution requirements.

  9. Request approval authorizing the County Manager to sign and execute 2025 Public Defense District Court and Superior Court Felony Contracts and any future amendments.

  10. Request approval authorizing the County Manager to sign the fourth amendment to Arborscape LTD, Inc. for tree pruning and removal services.

Request approval of a Joint Resolution of the Clark, Klickitat, and Skamania Boards of County Councilors/Commissioners to appoint Irene Kakorina as the County’s designee to Position 1 on the Fort Vancouver Regional Library Board of Trustee’s to fill a partial term that is effective Dec. 1 to Dec. 31, 2024 and then a new term, effective Jan. 1, 2025 to Dec. 31, 2031.

  8. Request approval of a new Interlocal Agreement for Operation and Maintenance of Geographic Information Services between Clark County and Tri-Met of Portland, OR.

  9. Request approval authorizing the County Manager to sign a Master Services Agreement with the State of Washington’s Consolidated Technology Services division (aka WaTech). The Master Services Agreement outlines the terms and conditions for services that Clark County will receive from WaTech. Also, request approval for the County Manager to sign any future amendments to the agreement.

  10. Request approval authorizing the County Manager to sign a Service Level Agreement with the State of Washington’s Consolidated Technology Services division (aka WaTech) to maintain the county’s membership to the state imagery consortium. Also, request approval for the County Manager to sign any future amendments to the agreement.

  11. Request approval to move budget appropriation from the Information Technology Supplies ledger to the Information Technology Capital Outlay ledger in the 2024 Operating Budget, per the 2024 Budget Resolution requirements.

  12. Request approval to enter into a Consolidated Contract with Washington State Department of Health. In addition, request authorization for the Public Health Director to sign the contract and resulting amendments.
     
  13. Request approval to apply for a National Environmental Health Association grant, total remuneration of up to $300,000 over a three-year period. Also, request authorization for the Public Health Director to sign any resulting agreements and amendments.
     
  14. Request approval authorizing the County Manager to sign an Interlocal Agreement with Clark Public Utilities for the relocation of poles, electrical lines, and other facilities necessary to construct the NE 179th Street and NE 29th Avenue Intersection Improvement project (PRJ0000580).

  15. Request approval of Resolution 2024-11-06 for the temporary road closure of Northeast 179th Street from approximately 1,060 feet west of Northeast 44th Avenue to approximately 170 feet west of Northeast 44th Avenue to construct new sanitary facilities, not to exceed 90 days.

  16. Request approval to move controllable services budget appropriation to capital outlay in the amount of $15,000 to cover capital purchases made during the year.

Separate Business:

  1. Request approval of a resolution determining certain timber located at Spud Mountain to be surplus to the County’s needs and directing the Department of Internal Services to prepare a notice of sale and related documents for the sale of said timber and authorize the County Manager to approve all contracts and agreements associated with the surplus timber, pursuant to the Clark County Forest Stewardship Plan.

  2. Request approval authorizing the County Manager to sign a Frontage Improvement Deferral Agreement associated with the Curtin Creek Community Park (Ref. No. PRJ405762A).

  3. Request approval of two resolutions: 1) direct the County Engineer to acquire the proposed right-of-way and 2) instruct Public Works to proceed with notification and publications for the necessary right-of-way for NE St. Johns Road Pavement Improvements (NE 68th Street to NE 78th Street); CRP 320622.

  4. Request approval of a resolution adopting the 2025-2030 Stormwater Capital Plan.

  5. Request approval authorizing the County Manager to sign and execute a renewal contract with Journal Technologies, Inc., for eProsecutor case management hosting and licensing annual fees.
