Separate Business
1. Request approval to accept State Foundational Public Health Services (FPHS) grant funds from Washington State Department of Health and add positions and budget capacity as outlined in the staff report. Also, request approval of a contract with Skamania County to accept a portion of their State Foundational Public Health Services allocation to support the addition of staff and a focused shared services model. Additional remuneration from Washington State Department of Health will be $1,341,538 per year starting July 1, 2021 and remuneration from Skamania County will be $173,804 per year starting July 1, 2021.
2. Request approval to add a 1.0 FTE Public Health Nurse II 24-month project position, utilizing American Rescue Plan Act (ARPA) grant funds already approved for Clark County Public Health. This position will support Public Health’s Infection Prevention Prevention Unit.
3. Request approval to accept Federal STD grant funds via its Consolidated Contract agreement with Washington State Department of Health. Remuneration is $211,169 per year, effective July 1, 2021.
4. Request approval of the Clark Regional Wastewater District’s request to annex an area (identified as Annexation #01-21) to their Service Area Boundary, which was added to the Urban Growth Area during the county’s 2007 Growth Management Act update.

Approval to finalize, closeout and acknowledge forgiveness of the outstanding rent balance owed to Clark County by NW Food Services, LLC for the leased premises at Clark County Public Services Center, 1300 Franklin Street, Vancouver, WA, 98660 and Clark County Center for Community Health, 1601 East Fourth Plain Blvd., Vancouver, WA, 98661. In lieu of NW Food Services, LLC paying the remaining rent due of $5,843.44, Clark County shall receive the equipment left behind with no cost or fee charged. The estimated value of the equipment is valued at $8,468.75.
6. Approval authorizing the County Manager to sign a new Interlocal Agreement with Tacoma-Pierce County to issue food worker cards. Annual remuneration is anticipated to be $141,000 over the five-year contract period.
7. Approval to apply for an FDA Retail Program Standards grant agreement, including acceptance of the terms and conditions through the Association of Food and Drug Officials (AFDO). Total expected remuneration is $7,000.
8. Approval to provide one-time additional support to the Medical Examiner’s Office, including the addition of a 1.0 FTE 24-month Autopsy Technician project position; a 1.0 FTE 24-month Office Assistant III project position, and budget capacity to allow for contracted autopsy services due to a staffing shortage.
9. Approval of a resolution authorizing the County Manager to accept a Release of Conservation Covenant for property owned by M & H Washington Properties, LLC, recorded document #3111089.

1. Approval of an amendment to the Professional Services Contract with Meng Analysis to add space planning services. The cost of space planning proposal from Meng Analysis is $140,895.
2. Approval to declare tax parcel 986028-584 unmarketable and authorize the County Manager to execute a Quit Claim Deed to David J. Conway and Lauri K. Conway, Trustees of the Conway Family Trust.
3. Approval to declare tax parcel 188938-000 unmarketable and authorize the County manager to execute a Quit Claim Deed to Songbird Holdings, LLC.
4. Approval authorizing the County Manager to sign contracts with ten firms for appraisal and appraisal review services. Also authorize the County Manager to sign supplemental agreements, if necessary, extending the duration of the contracts and increasing the original contract amount by 10%.
5. Approval a resolution approving a contract to provide required Class IV Operator services and waive competitive bidding requirements due to an emergency, per RCW 39.04.280(3).
