Council Meetings are held in a hybrid format. You can join in person, on the 6th floor of the Public Service Center, 1300 Franklin Street, Vancouver, WA 98666, or virtually.

If you would like to participate in public comment, you can come to the Public Service Center 6th floor Hearing Room, provide comment over the phone, or by logging into WebEx.

5. Approval to schedule a public hearing on Tuesday, Nov. 1, 2022, at 10 a.m., for the purpose of presenting, discussing, and approving the 2022 Fall Budget Supplemental appropriation.

Approval to accept a Washington Traffic Safety Commission grant in the amount of $150,000 for Electronic Home Monitoring for probation and pretrial and expand budget capacity for related expenses until budget appropriation can be formally adopted during the 2023 Fall Budget Supplemental. Also, request approval authorizing the County Manager to sign contracts related to the grant.
7. Approval to accept a Washington Traffic Safety Commission grant in the amount of $50,000 for Electronic Home Monitoring for Therapeutic and Specialty Courts and expand budget capacity for related expenses until budget appropriation can be formally adopted during the 2023 Fall Budget Supplemental. Also, request approval authorizing the County Manager to sign contracts related to the grant.
8. Approval to amend a previously approved staff report to allocate funding of American Rescue Plan Act (ARPA) funds for a county-wide Retention Incentive for all represented and unrepresented regular employees. This amendment is to request an additional $200,000 to cover the full financial impact, due to the benefits portion of the incentive being more than originally estimated.
9. Approval of a new series of classifications: Internal Auditor with salary assignment of the classification to existing pay range M2.822, Internal Auditor, Senior assigned to existing pay range M2.824 and Internal Auditor, Principal assigned to existing pay range M2.827. Also, request that the County Manager approve the position change (P000170) from Management Analyst, Sr. to Internal Auditor, Senior and the position change (P000150) to Internal Auditor, Principal.
10. Approval to add a new classification of Manager of Jail Services (update title only).
11. Approval of a Collective Bargaining Agreement between Clark County and Local 1432.

Separate Business:
1.
Approval of a resolution endorsing establishment of a regional Criminal Justice Training Center in Clark County.
2. Approval to amend the previously approved ARPA request in COM-06-22AD for supplies for the Community Development Permit Center to buy similar supplies for Code Enforcement. This would enhance Code Enforcement’s ability to work remotely. This budget amendment would move $5000 from Permit Center CC187 to Code Enforcement CC184.
3. Approval to place an advanced order for the 2023 replacement vehicles in order to accommodate for manufacturer’s long lead times and ordering deadlines.
4. Approval authorizing the County Manager to execute a Public Works contract with Summit Signal, Inc., for the repair of railroad signal grade crossing equipment at three locations in an amount not to exceed $250,000.

Approval to create Fund 1042, for collection of revenue due to voter passage of Proposition 11 – Public Safety and General Sales Tax, per RCW 82.14.450.

Approval of a sole source contract with the Community Foundation of Southwest Washington to use their Social Justice Resiliency Fund to distribute $125,000 Community Services Block Grant (CSBG) Proviso, disabilities, and behavioral health funding to community organizations that serve historically oppressed and underserved populations in Clark County, effective from contract signing through June 30, 2023. Also, request authorization for the County Manager to sign related grant agreements, subcontracts, amendments, and required reports.
3. Approval of a resolution designating Kenneth A. Lader, P.E. as the County Engineer.
4. Approval of a resolution directing the County Engineer to review the petition to vacate a portion of Northwest Lancaster Road; PRJ 0001387.
5. Approval of a resolution directing the County Engineer to review the request to convert a portion of private road, Southeast 356th Avenue, to a public road.
