Council Meetings are held in a hybrid format. You can join in person, on the 6th floor of the Public Service Center, 1300 Franklin Street, Vancouver, WA 98666, or virtually.

If you would like to participate in public comment, you can come to the Public Service Center 6th floor Hearing Room, provide comment over the phone, or by logging into WebEx.

7. Approval of an interlocal agreement with the Office of Superintendent of Public Instruction (OSPI) to conduct inspections of sites preparing and serving food to kids through the summer lunch program.  Further, request approval authorizing the Public Health Director to sign any resulting agreements or amendments. It is anticipated that Public Health staff will conduct 20 inspections with compensation amounting to $591 per inspection to cover staffing costs. Total remuneration of $11,820 per year with the anticipated start date of June 14, 2021.
8. Approval of a Notice to Contractors requesting bids for the Felida Park Parking Lot and Children’s Play Area project #0000138.

Separate Business:
1. Approval to apply for grant funding from the National Association of County and City Health Officials (NACCHO) to perform program efficacy analysis of the Department’s opioid overdose and syringe services program. Remuneration is up to $98,750. Also request approval authorizing the Public Health Director to sign the grant agreement an any resulting amendments.
2. Approval to add a 0.75 FTE Environmental Operations Specialist position and a 1.0 FTE Program Assistant position to Public Health’s Solid Waste team and recognize an expansion of the Local Solid Waste Financial Assistance (LSWFA) State grant allocation received by the Solid Waste fund.

2. Approval of two resolutions relating to Clark County Council support of two Congressional funding requests for the I-5 Interstate interchange at 179th Street and related corridor improvements and the NE 99th Street corridor improvement.
3. Approval of the revised contract with the Fair Site Management Group (FSMG).
4. Approval of a contract with ALS Group USA Corporation to provide analytical laboratory services in an amount not to exceed $190,000. Also, authorize the County Manager to sign up to three 2-year contract extensions with a stated maximum billing for each extension not to exceed $190,000.
5. Approval of additional budget authority to purchase telematics system hardware and services and authorize the County Manager to sign a contract with Advantage Asset Tracking for the purchase of Geotab telematics solution for Public Works equipment.
6. Approval of a resolution authorizing the County Manager to sign an agreement allowing Clark Public Utilities to undertake a habitat restoration project on county property in Lower McCormick Creek; and also authorize the County Manager to sign the Washington State Joint Aquatic Habitat Permit Application on behalf of the county.
