Council Meetings are held in a hybrid format. You can join in person, on the 6th floor of the Public Service Center, 1300 Franklin Street, Vancouver, WA 98666, or virtually.

If you would like to participate in public comment, you can come to the Public Service Center 6th floor Hearing Room, provide comment over the phone, or by logging into WebEx.

  10. Request approval to recognize revenue from already existing contracts for extra duty assignments and increase the Sheriff’s Office budget capacity to recognize and expend these revenues. This is a budget neutral request.
     
  11. Request approval to recognize revenue from an already existing contract with the Cowlitz Tribal Police Department for after-hours support for WASIC/NCIC and increase the Sheriff’s Office budget capacity to recognize and expend these revenues. This is a budget neutral request.
     
  12. Request approval authorizing the County Manager to sign and accept an agreement with Live Nation Worldwide, Inc. for law enforcement services and reimbursement of funds associated with Cascades Amphitheater (formerly RV Inn Style Resorts Amphitheater) in Ridgefield, WA. This is a budget neutral request.
     
  13. Request approval authorizing the County Manager to sign and accept an Interagency Agreement with the Washington State Criminal Justice Training Commission for the reimbursement of funds associated with deploying a deputy sheriff at the Southwest Washington Regional Academy. This is a budget neutral request.
     
  14. Request approval authorizing the County Manager to sign and accept an Interagency Agreement with the Washington State Criminal Justice Training Commission for the reimbursement of funds associated with deploying a deputy sergeant at the Southwest Washington Regional Academy. This is a budget neutral request.
     
  15. Request approval authorizing the County Manager to sign and accept an Interagency Agreement between the Battle Ground School District and Clark County for reimbursement of funds associated with the deployment of a School Resource Office for a term commencing August 16, 2025 to August 15, 2026.
     
  16. Request approval authorizing the County Manager to sign and accept a grant from Washington State Parks & Recreation Commission and recognize revenue for the budget neutral supplemental during the scheduled 2025 Supplemental Budget process.
     
  17. Request approval authorizing the County Manager to sign and accept the 2025-2026 Officer Wellness Grant from the Washington State Criminal Justice Training Commission and recognize revenue for the budget neutral supplemental during the scheduled 2025 Supplemental Budget process.
     
  18. Request approval authorizing the County Manager to sign and accept a grant from the Washington Department of Commerce, supported by the Edward Byrne Memorial Justice Assistance Grant program. The funds will be used for the Sheriff’s Office “Building Relationships and Inspiring Development for Greater Exchange” programs; and recognize revenue for the budget neutral supplemental during the scheduled 2025 Supplemental and 2026 Annual Budget Process.
     
  19. Request approval to move $30,000 from the 2025 services budget line to the 2025 capital budget line to cover capital purchases made throughout the year.

Separate Business:

  1. Request approval authorizing Community Services to amend existing contract number 2022-BHH-09 with the Vancouver Housing Authority to reallocate remaining funds from the 2023 Substitute House Bill 1406 funding for the St. Helens, Crown Villa, and Arbor Ridge/Arbor Creek/Mill Creek rehab project to the Weaver Creek Commons project and authorize the County Manager to sign the contract modification upon approval as to form by the Prosecuting Attorney’s office.
     
  2. Request approval for the County Manager to develop and sign an interlocal funding agreement between Clark County and Vancouver Housing Authority to provide gap funding to support Weaver Creek Commons.
     
  3. Request approval authorizing the County Manager to sign a five-year contract and any future amendments with Keefe Commissary Network, LLC for Inmate Commissary Services. Recognize the need for additional expense and revenue authority during the next scheduled 2025 supplemental process.
     
  4. Request approval authorizing the County Manager to execute Supplemental Agreement No. 3 with Otak, Inc. (Agreement No. SCN00001516) to extend the contract end date to December 31, 2027, and increase the total contract amount by $108,435.79.
     
  5. Request approval authorizing the County Manager to execute a Memorandum of Agreement between Clark County and the Federal Bureau of Investigation concerning the Firearms Range at the former Camp Bonneville Military Reservation.

  6. Request approval authorizing the County Manager to sign and accept the 2025 Project Safe Neighborhoods Grant from the Washington Association of Sheriffs & Police Chiefs, approve sole source Resolution 2025-08-09 to waive competitive bidding requirements for the
    procurement of a Leads Online Integrated Ballistics Identification System (IBIS) and recognize revenue for the budget neutral supplemental during the scheduled 2025 Supplemental Budget process.
     
  7. Request approval to reallocate existing staffing resources to align with the $223,543 revenue stream from Carelon.

Add-on item

  1. Request to adopt Emergency Interim Ordinance 2025-08-19, establishing an immediate moratorium on development applications and permits relating to the redevelopment of existing mobile home or manufactured home parks to allow the County to review options, comprehensive plan policies, and draft regulations for the preservation of the existing mobile home and manufactured home parks in Clark County, WA. If adopted the Council must hold a full hearing on the ordinance within 60 days required by RCW 36.760A.390. (Added: 8/20/2025 @ 8:16am)
