  6. Request approval authorizing the County Manager to execute a Joint Plan of Responsibility/Interagency Agreement between State of Washington Department of Health (DOH) and Clark County Public Health (CCPH) for a period of ten years beginning July 1, 2025. The agreement delineates the responsibilities of DOH and CCPH with respect to the regulation of water recreation facilities in Clark County, pursuant to Chapters 70.90 RCW
     
  7. Request approval of a resolution for the temporary road closure of Northeast 72nd Avenue/Northeast 259th Street between State Route 502 and Northeast 82nd Avenue for chip sealing, not to exceed 1 day.
     
  8. Request approval of a resolution for the temporary road closure of Northeast 221st Avenue between Northeast 405th Way (private road) and State Route 503 and of Northeast 399th Street between State Route 503 to approximately 445 feet east of Northeast 211th Avenue (private road) for the Amboy Territorial Days Parade, on July 12, 2025, for a period not to exceed eight hours.
     
  9. Request approval to amend the license and access agreement with Lower Columbia Estuary Partnership for the East Fork Reconnection Project and authorize the County Manager to sign any additional amendments necessary to complete the project.
     
  10. Request approval authorizing the County Manager to sign a second amendment to Grant Agreement WQC-2021-CICoPW-00032 with the Washington State Department of Ecology for the Heritage Farm Wetland Restoration project.

Separate Business:

  1. Request approval of the Commute Trip Reduction Plan for 2025-2029.
     
  2. Request approval authorizing the County Manager to sign a loan agreement with the Washington State Department of Ecology for a total of $3,448,170 to fund Heritage Farm Wetland Restoration construction.
     
  3. Request approval of a Professional Services Contract with Windsor Engineers in the amount of $262,170.30 for a capital repair project at the Philbrook Farms Tract D stormwater facility.

  1. Request approval of 2025-2028 funding recommendations by the Community Action Advisory Board regarding Community Action Programs and Homeless Crisis Response System. Also, request approval authorizing the County Manager to sign related grant agreements, subcontracts, amendments and required reports.  - presentation
     
  2. Request approval authorizing the County Manager to sign a Joint Plan of Responsibility/Interagency Agreement, and any resulting amendments, between the State of Washington Department of Health (DOH) and Clark County Public Health (CCPH). The agreement delineates the responsibilities of the DOH and CCPH with respect to the regulation of water recreation facilities in Clark County in accordance with Chapters 70.90 RCW and administrative rules. The term is for a period of ten years beginning July 1, 2025Item Pulled 
     
  3. Request approval to add positions based on an updated reimbursement formula for Involuntary Treatment Act (ITA) Court. Based on this additional revenue, adjust the budget capacity to expand the commissioner FTE from 0.4 to 0.6, create a dedicated .5 Judicial Assistant for ITA and one FTE Court Assistant III position for the Clerk’s Office. These position changes or additions are all supported by an increase in ITA reimbursement of costs and these changes are budget neutral.
