Council Meetings are held in a hybrid format. You can join in person, on the 6th floor of the Public Service Center, 1300 Franklin Street, Vancouver, WA 98666, or virtually.

If you would like to participate in public comment, you can come to the Public Service Center 6th floor Hearing Room, provide comment over the phone, or by logging into WebEx.

  6. Request approval of notices to advertise summaries of construction projects completed with County forces in 2024 and listing projects to be built with County forces in 2025.
     
  7. Request approval of an Interagency Agreement and Memorandum of Agreement – Appendix A between Clark County and Washington State University Extension for January 2025 to December 2025.
     
  8. Request approval of a resolution for the temporary road closure of Northeast Hazel Dell Avenue from Northeast 63rd Street to Northeast 99th Street, Northeast 63rd Street from Northeast Hazel Dell Avenue to Northeast Highway 99, Northeast Highway 99 from Northeast 63rd Street to Northeast 78th Street, and Northeast 78th Street from Northeast Hazel Dell Avenue to Northeast 13th Avenue for the 2025 Hazel Dell Parade/Band Together for a Better Tomorrow, on May 17, 2025, for a period not to exceed eight hours.
     
  9. Request approval to close the Parks Shelter & Sports Field $150 Petty Cash fund.
     
  10. Request approval of Resolution 2025-05-05 to distribute public utilities state excise tax funds received by Clark County.
     

Separate Business:

  1. Request approval authorizing the County Manager to sign the Assignment, Assumption, and Consent Agreement with Gordon Thomas Honeywell Government Affairs and Columbia Policy Advisors LLC.

  2. Request approval authorizing the County Manager to sign a Wetland Mitigation Credit Purchase Agreement to purchase 0.96 mitigation credits from Terrace Mitigation Bank, LLC, to offset environmental impacts associated with the Northeast 179th Street at Northeast 29th Avenue Intersection Improvement project; CRP300322/PRJ0000580.

  3. Request approval of Resolution 2025-05-06 authorizing the County Manager to sign a lease agreement between Clark County and Xchange Recovery for use of the property located at 6702 NE Septan Drive, Battle Ground, Washington, 98604.
     
  4. Request approval to create a capital project and approve Resolution 2025-05-07 directing the County Engineer to acquire the proposed right of way on Parcel No. 172192-000, 1900 NE 179th Place, Vancouver, Washington, 98684.
     
  5. Request approval authorizing the County Manager to execute agricultural lease agreements with various property owners for Anderson Park, Frenchman’s Bar Regional Park, the Lauretta Noreen Nature Preserve (Minkler), and Vancouver Lake Regional Park.  (Maps)
     
  6. Request approval authorizing the County Manager to sign a contract with Osborn Consulting, Inc. to perform required Stormwater Management Action Planning in lower Salmon Creek Watershed with a total cost of $349,955 and to sign contract amendments.
     
  7. Request approval authorizing the County Manager to sign a professional services agreement with Parametrix, Inc. for engineering, construction, and planning review for capital improvement plans at each of the transfer stations in Clark County. The contract is in the amount of $397,563.10.
