Council Meetings are held in a hybrid format. You can join in person, on the 6th floor of the Public Service Center, 1300 Franklin Street, Vancouver, WA 98666, or virtually.

If you would like to participate in public comment, you can come to the Public Service Center 6th floor Hearing Room, provide comment over the phone, or by logging into WebEx.

  5. Request approval authorizing the County Manager to execute amendment no. 2 of Interagency Agreement No. C20000179 with the Washington State Department of Ecology to continue implementation of Status and Trends Monitoring of Urban Streams in Clark and Cowlitz Counties.

Separate Business:

  1. Request adoption of Resolution 2025-01-11 relating to the three alternatives to be studied in the Draft Environmental Impact Statement (DEIS) for Clark County’s 2025 Comprehensive Plan periodic update pursuant to Chapter 36.7-A RCW. In addition, request pre-approval for utilizing additional one-time General Fund dollars for the requested financial impacts.

  2. Request approval authorizing the County Manager to sign an interlocal agreement between Clark County, Washington and City of Camas related to supplemental IT support.

  3. Request approval of a Professional Services Agreement with Cascadia Consulting Group to complete a comprehensive study of mixed municipal solid waste generated in and initially disposed of within Clark County, Washington using Solid Waste fund balance. Also, request approval for the County Manager to sign the agreement and any resulting amendments. Total expected remuneration $321,046.
     
  4. Request approval of a Professional Services Agreement with Parametrix, Inc. for the north county transfer station siting study, funded by Regional Solid Waste System funds. Expected remuneration for Phase I $768,049.53. Also, request approval authorizing the County Manager to sign the agreement and any resulting amendments.

The amendment covers the renewal of the contract under the same terms and conditions and rental of space for a two-year period from January 1, 2025 to December 31, 2026 with an automatic extension for an additional two years from January 1, 2027 to December 31, 2028.
     
  7. Request approval of the Collective Bargaining Agreement between Clark County and the Information Technology Guild.
     
  8. Request approval of an Interlocal Agreement with Fire District 5 to provide First Aid, CPR, and AED training to Clark County employees.
     
  9. Request approval authorizing the County Manager to sign Amendment No. 1 of the Lease Agreement with Lifeline Connections for space at the Jail Work Center for crisis stabilization center and secure detox
     
  10. Request approval of a Memorandum of Agreement with Clark Regional Emergency Services Agency (CRESA) to obtain user access and use of CRESA’s 800 MHz public safety radio system. Also, request approval for the County Manager to sign the agreement and any resulting amendments. Total cost estimated at $14,000 annually.
     
  11. Request approval to publish a Notice to Contractors requesting bids for the Curtin Creek Community Park, project PRJ405762.
     
  12. Request approval to execute a Fuel Tax Funding Agreement with the Washington State Transportation Improvement Board for the NE 179th Street at NE 29th Avenue (Intersection Improvement), CRP 300322.
     
  13. Request approval to execute a Fuel Tax Funding Agreement with the Washington State Transportation Improvement Board for the Highway 99 Sidewalk (NE 102nd Street – NE 104th Street), CRP 310422.
