Council Meetings are held in a hybrid format. You can join in person, on the 6th floor of the Public Service Center, 1300 Franklin Street, Vancouver, WA 98666, or virtually.

If you would like to participate in public comment, you can come to the Public Service Center 6th floor Hearing Room, provide comment over the phone, or by logging into WebEx.

3. Approval to enter into an interlocal grant agreement for ongoing Home Visiting Services Account (HVSA) and authorize the Public Health Director to sign any resulting contracts or amendments. Expected remuneration is $587,346.62.
4. Approval to apply for an Association of Food & Drug Officials (AFDO) Managed Retail Program Standards Grant and authorize the Public Health Director to sign any resulting agreements or amendments. Total remuneration is $3,000.
5. Approval authorizing the County Manager to sign Washington Department of Transportation Agreement No. RRB 1230 in the amount of $1,480,000 to replace deteriorated crossties, ballast, and undercutting between mileposts 0.0 to 14.12 of the Chelatchie Prairie Railroad.

3. Request ratification of Staff Report #2019-985 to apply for the Waste Reduction and Recycling Education grant through Washington State Department of Ecology; remuneration of $60,000 in state funding and will require a $15,000 (25%) match.
4. Approval to add a 1.0 FTE Administrative Assistant project position, effective through Dec. 31, 2020 and increase position P000981 (Accounting Assistant III) from 0.80 FTE to 1.0 FTE, effective Sept. 1, 2019.
5. Approval of a temporary construction easement and a temporary sewer and access easement to Clark Regional Wastewater District for their Country Meadows Interim Pump Station project, located on the south side of NE 99th St. and west of NE 110th Ave.
6. Approval of notices to advertise summaries of construction projects completed with county forces in 2018 and listing projects to be built with county forces in 2019.
7. Approval of federal funding contracts (Prospectus and Local Agency Agreements) for NE Hazel Dell Ave. Sidewalk Improvements, Project No. 391222.
8. Approval of a replacement vehicle for the Department of Community Services.

6. Approval authorizing the Public Works Director to sign a Professional Services Agreement with KPFF Consulting Engineers, Inc., for structural and geotechnical design work on David Bridge #232 Replacement Project, for a total amount of $244,755.
7. Approval authorizing the County Manager to sign an agreement with the Wasco County Landfill for solid waste transportation, disposal and alternate daily cover (ADC) management services. ~Item continued to date uncertain.
8. Approval authorizing the County Manager to sign an interlocal agreement with the City of Ridgefield for disposal and processing services at the Whatley facility. ~Item continued to date uncertain.
9. Approval authorizing the County Manager to sign an interlocal agreement with the City of Ridgefield in an amount not to exceed $100,000 over five years for traffic signals and intelligent transportation systems services.
