Council Meetings are held in a hybrid format. You can join in person, on the 6th floor of the Public Service Center, 1300 Franklin Street, Vancouver, WA 98666, or virtually.

If you would like to participate in public comment, you can come to the Public Service Center 6th floor Hearing Room, provide comment over the phone, or by logging into WebEx.

4. Approval of the Historic Preservation Commission’s recommendation to fun six projects for the 2023 Historical Promotions Grant program for a total of $49,916.24.
5. Approval authorizing the County Manager to execute the 2023-2024 two-year contract between Clark County and the Columbia River Economic Development Council (CREDC).
6. Approval authorizing the County Manager to sign an extension to the Interlocal Agreement with the City of Vancouver for the County to provide indigent defense services for City of Vancouver defendants assigned to the District Court Mental Health Therapeutic Court.
7. Approval to accept a grant awarded by the Washington State Administrative Office of the Courts and to expand budget capacity for related contracts until budget appropriation can be formally adopted during the 2023 Fall Budget Supplemental. Also, request approval authorizing the County Manager to sign contracts related to this grant.
8. Approval of a Collective Bargaining Agreement between Clark County and the Deputy Sheriffs’ Guild (DSG).
9. Approval of the new classification of Deputy County Engineer and associated pay range.
10. Approval of a new classification of Chief Deputy Sheriff-Administrative and associated pay range.
11. Approval of wage increase for M1, M2, and M3 classifications.
12. Approval of additional and clarified terms in the Collective Bargaining Agreement between Clark County and the Corrections Deputy Guild (CDG).

17. Approval to increase Public Health petty cash fund account from $1,000 to $1,450, specifically increasing the three change fund bags in the Vital Records program from $100 to $250 each.
18. Approval ratification of Staff Report SR2022-1811, which was previously approved on Dec. 1, 2022 by the County Manager. The request is for approval to submit an interest form for participation in the 2023-2024 Legal Epidemiology Learning Cohort due 12/1/22 and accept up to $20,000 in federal stipend funds from ChangeLab Solutions to be used to pay community-based organizations to offset costs of participation. Additional funding of approximately $10,000 will be provided to send two Clark County Public Health staff to the in-person training event at the Centers for Disease Control and Prevention (CDC) in Atlanta, GA in March 2023. Total remuneration of $30,000 anticipated.
19. Request approval of notices to advertise summaries of construction projects completed with county forces in 2021 and listing projects to be built with county forces in 2022.
20. Approval to increase funding for the total contract amount for the Professional Services Agreement for security services.

Separate Business:

Approval of a contract with Herrera Environmental Consultants for the Clark County Shoreline Master Program Monitoring and Adaptive Management Implementation Plan project.
2. Approval of an Employment Agreement between Clark County and Kathleen Otto.
3. Approval of a resolution authorizing the execution of an interlocal agreement with the City of Camas to reimburse the city for $1,250,000 towards the purchase of the ‘Green Mountain Addition’ project and approve a budget amendment to repurpose capital outlay for the expense.
4. Approval of a resolution to annex portions of Northeast 122nd Avenue, Northeast 12th Avenue, and Northeast 239th Street to the City of Battle Ground.
5. Approval authorizing the County Manager to execute a three-year contract with Cartegraph Systems, LLC for implementation of the Asset and Maintenance Management System.
6. Approval authorizing the County Manager to execute a lease agreement with Portland-Vancouver Junction Railroad for operation and maintenance of the Chelatchie Prairie Railroad.
7. Approval of an ordinance adopting approved amendments to the Traffic Impact Fee trip rate and the Capital Facilities Plan.
8. Approval to confirm execution of the 2023 Agreement for Services between Clark County and the Cowlitz Indian Tribe.
9. Approval of one full time equivalent (FTE) position of Chief Deputy Sheriff, Administrative.
