Request preapproval for the GIS department’s 2026 budget package so that the associated contract with Esri can be signed prior to December 31, 2025.
     
  7. Request approval to accept an additional $500,000 from the Washington State Health Care Authority for the State’s Fiscal Year 25-26. Also, authorize the County Manager to sign the grant contract amendment and any resulting amendments. Recognize the need for a budget-neutral supplemental during the next scheduled 2025 supplemental process.
     
  8. Request approval authorizing the County Manager to sign an Interlocal Agreement with the Vancouver School District, including any resulting amendments. It is anticipated that $20,000 of FPHS grant funds will be provided for shared support of educational attainment, resiliency and health.
     
  9. Request approval authorizing the County Manager to execute a Data Sharing Agreement between Clark County and the City of Vancouver for the Regional Parks Funding Task Team’s efforts.
     
  10. Request approval of a Notice to Contractors requesting bids for the Railroad Roadbed Rehabilitation project (MP 14.12 – MP 26.9); PRJ0002315.
     
  11. Request approval authorizing the County Manager to execute a First Amendment to Participation Agreement between Clark County and DOGPAW for off-leash area development and maintenance

  1. Request approval of 2025-2027 funding recommendations by the Severe Weather Response Scoring Committee regarding the Homeless Crisis Response System’s Severe Weather Response and authorize the County Manager to sign related grant agreements, subcontracts, amendments, and required reports.
     
  2. Request ratification of the originally executed contract with Engineering Systems Inc. to provide forensic pathologist services to the Clark County Medical Examiner’s Office. Request approval authorizing the County Manager to sign any resulting amendments.
     
  3. Request approval authorizing the County Manager to sign an Interlocal Agreement between Clark County and the City of Battle Ground for Public Works maintenance and projects
     
  4. Request approval authorizing the County Manager to sign a Professional Services Consultant Agreement with Otak, Inc. to provide survey and engineering design services for the 2022, 2023, and 2024 Preservation Guardrail/Bridge Rail projects. Also, authorize the County Manager to sign supplemental agreements, if necessary, extending the duration of the original agreement and increasing the original contract amount by up to 10 percent. Also, request approval authorizing the County Manager to sign the resulting agreement and any future amendments.
     
  7. Request authorization to pre-order 21 vehicles for the 2026 replacements for the Sheriff’s Office fleet.
     
  8. Request approval of a resolution authorizing the County Manager to sign a Right-of-Way Dedication Deed to Clark County, being a portion of parcel number 181962-000.
     
  9. Request approval for organizational and position changes to support the transition of Solid Waste programs from Public Health to Public Works, effective October 1, 2025.

Separate Business:

  1. Request approval authorizing the County Manager to execute a Professional Services Contract, and any resulting amendments, with Evergreen Solutions LLC for the development of a Job Description Library
     
  2. Request approval authorizing the County Manager to sign a Conservation Covenant for the Hockinson Meadows Disc Golf Facility project mitigation property; PRJ405960.
     
  3. Request approval of a Professional Services Agreement with Maul Foster & Alongi, Inc. to complete Phase I and/or Phase II environmental site assessment at the three transfer station properties within Clark County, funded by Regional Solid Waste System funds. Also request approval authorizing the County Manager to sign the agreement and any resulting amendments. Expected remuneration up to or approximately $256,070
     
  4. Request approval of Resolution 2025-09-12 to support the submission of a grant application to the Washington State Department of Commerce to fund the Clark County Downpayment Assistance Program.
