  8. Request approval for Public Health to apply for a new Composting and Food Waste Reduction (CFWR) grant from the U.S. Department of Agriculture (USDA). If selected, the USDA, in collaboration with the National Institute of Food and Agriculture, will implement the CFWR pilot project cooperative agreement program and award up to $400,000 in federal funds, requiring a 25% cost match. Additionally, request permission for the Public Health Director to sign any resulting agreements and amendments.
     
  9. Request approval to accept a grant in the amount of $26,128 from the Washington Association of Sheriffs and Police Chiefs for equipment related to the Clark County Body Worn Camera program and authorize a budget-neutral adjustment to the 2024 budget for the Sheriff’s Office to acknowledge and allocate this revenue.
     
  10. Request approval to accept a grant in the amount of $17,173 from the444 Washington State Parks and Recreation Department to support Boater Safety and Sheriff’s Marine Patrol operations and authorize a budget-neutral adjustment to the 2024 budget for the Sheriff’s Office to acknowledge and allocate this revenue.
     
  11. Request approval to accept a grant in the amount of $10,000 grant, a portion of a $100,000 grant awarded to the Region 6 area to provide overtime funding for regional traffic safety efforts and to authorize a budget-neutral adjustment to the 2024 budget for the Sheriff’s Office to acknowledge and allocate this revenue.
     
  12. Request approval to accept a grant in the amount of $5,600 from the Washington Association of Sheriffs and Police Chiefs for the purchase of four speed radar units to increase traffic safety. This is a budget-neutral request.
     
  13. Request approval of an agreement between the Sheriff’s Office and the Cowlitz Tribal Police for the Sheriff’s Office to provide after-hours teletype coverage with regards to WASIC/NCIC operations.
     
  14. Request approval authorizing the Sheriff’s Office to reallocate a portion of the Axon Body-Worn Camera project’s budget surplus to purchase additional equipment needed to outfit four campus deputies and three extradition deputies with body-worn and vehicle-mounted camera systems, tasers, pro licenses, and additional needed equipment. No new money is being requested.

  1. Request approval authorizing the County Manager to sign the 90 Day Written Notice of Intent to Terminate the Interlocal Agreement between Clark County and the City of Vancouver, dated September 14, 2004, with respect to the Exhibition Hall
     
  2. Request approval authorizing the County Manager to amend a Public Works contract with Summit Signal, Inc. for the repair of railroad signal grade crossing equipment at three locations, increasing the not-to-exceed amount to $483,513.28.
     
  3. Request approval authorizing the County Manager to sign a conservation covenant protecting the 78th Street Heritage Farm and adjoining Hazel Dell Community Park for their natural features and farming history in perpetuity.

Request approval to accept an additional $500,000 from the Washington State Health Care Authority for the State’s Fiscal Year 24-25 and authorize the County Manager to sign the grant contract amendment and any resulting amendments. Recognize the need for a budget-neutral supplemental during the next scheduled 2024 supplemental process.
     
  11. Request approval of a Notice to Contractors which requests bids for the NE 78th Street (NW Lakeshore – NE Hazel Dell Ave) project; CRP No. 320522/PRJ0001797.
     
  12. Request approval of continued funding from the American Rescue Plan Act for 4 FTEs – 3 Deputy Prosecuting Attorney positions and 1 Legal Secretary I position.
     
  13. Request approval of additional one-time American Rescue Plan Act funds to fully fund Signing Incentive Bonuses for newly hired Corrections Officers and Deputy Sheriffs.
     
  14. Request approval to allocate $35,000 in American Rescue Plat Act funds to pay for the difference between a 2.25 rate and the contracted 1.50 rate for overtime pay for patrol shifts throughout August and September 2024, or until the funds are expended.

  1. Request approval authorizing the County Manager to execute a Purchase and Sale Agreement and to accept a Warranty Deed and other necessary closing documents to acquire 0.81 acres at 13614 NE 144th Street, Brush Prairie, Washington.
     
  2. Request approval authorizing the County Manager to execute an interlocal agreement between Clark County and the cities of Battle Ground, Camas, Ridgefield, Vancouver, and Washougal for collaboration on meeting NPDES permit outreach requirements.
     
  3. Request approval authorizing the County Manager to sign a professional services contract not to exceed $199,732 with Otak, Inc. for the required Stormwater Code and Manual Update 2026
     
  4. Request approval of a resolution for the temporary road closure of the intersection of Northwest 2nd Avenue and Northwest 132nd Street for a neighborhood block party not to exceed five hours. Staff Report pulled
