  5. Request approval of amendment #6 to the Interlocal Agreement between Lower Columbia Fish Recovery Board and the counties of Clark, Cowlitz, Lewis, Skamania, and Wahkiakum.
     
  6. Request preapproval of expense budget authority of one-time General Fund dollars to purchase a Fire Marshal Fleet vehicle in 2026.
     
  7. Request approval to amend ECONorthwest/Triangle Associates team for an additional $17,500 to help the county complete the Agricultural Resource Lands Study as part of the periodic review of the Comprehensive Plan.
     
  8. Request approval to accept a grant and to use existing budget capacity in the General Fund on net neutral funding from the Administrative Office of the Courts (AOC) in the amount of $3,500 in support of District Court’s Probation Services Division. The funding from the AOC is available for the period of July 1, 2025 to June 30, 2027 in the form of a reimbursement grant.
     
  9. Request approval of incoming funding and to use existing budget capacity in the General Fund on a donation from Gifts for Our Community via Clark County Volunteer Lawyer’s in the amount of $20,581 in support of Community Court, one of District Court’s Therapeutic Courts. This is a one-time donation without timing restrictions, until funds are depleted. This is a transfer in management of the donation with a transfer of funds.
     
  10. Request approval to accept a grant and to use existing budget capacity in the General Fund on net neutral funding from the Administrative Office of the Courts (AOC) in the amount of $4,750 in support of education and training for Probation Pretrial Services Divisions. The funding from the AOC is available for the period of July 15, 2025 to June 30, 2026 in the form of a reimbursement grant.
     
  11. Request approval authorizing the County Manager to execute a contract with Milroy Golf Systems, Inc. to provide labor to replace the John Deer irrigation control system at Tri-Mountain Golf Course and to sign any resulting amendments.
     
  12. Request approval to accept grant funds from the Opioid Abatement Council to expand the existing Medications for Opioid Use Disorder program in Clark County Jail. Also, approve authorization for the County Manager to sign the grant contract and any resulting amendments. Recognize the need for a budget-neutral supplemental during the next scheduled 2025 supplemental process.
     
  13. Request approval to utilize Public Health Department fund balance to extend a contract with Accela, providing an online Permitting System in Environmental Public Health and with Berry Dunn, who is providing project management support through May 31, 2026. Total remuneration is not to exceed $119,622.
     
  14. Request approval to enter into an Interlocal Agreement with Skamania County for reimbursement of a Regional Health Officer. Further, authorize the County Manager to execute the agreement and any resulting amendments.
     
  15. Request approval to publish a Notice to Contractors to request bids for a bundle of two projects: 2026 Preservation ADA Improvements, Groups 1 & 3 (project CRP343122/PRJ0003388) and 2025 Preservation ADA Improvements, Group 3 (project CRP342922/PRJ0003398).
     
  16. Request approval to publish a Notice to Contractors requesting bids for the 2025 Preservation Guardrails & Bridge Rail project (CRP343022/PRJ0003336).
     
  17. Request approval authorizing the County Manager to sign the second amendment to the OPENGOV (formally known as Cartegraph) Master Agreement contract for a three-year renewal of the Public Works asset maintenance and management system.
     
  18. Request approval authorizing the County Manager to sign Supplemental Agreement No. 3 with Apex Companies, formerly PBS Engineering & Environmental, Inc., to prepare the remedial investigation/feasibility study and cleanup action plan at Camp Bonneville, extending the contract to December 31, 2026.
     
  19. Request approval of a contract with Columbia Land Trust for the Backyard Habitat Certification Program.

  1. Request approval of a resolution authorizing the County Manager to execute a Purchase and Sale Agreement and a Quitclaim Deed for the purchase of tax parcel number 164264-000 to the City of Vancouver.
     
  2. Request approval authorizing the County Manager to sign a Letter of Commitment and submit an application for Washington State Department of Commerce Salmon Recovery through Local Planning Grant funding.
