Council Meetings are held in a hybrid format. You can join in person, on the 6th floor of the Public Service Center, 1300 Franklin Street, Vancouver, WA 98666, or virtually.

If you would like to participate in public comment, you can come to the Public Service Center 6th floor Hearing Room, provide comment over the phone, or by logging into WebEx.

8. Approval of federal grant funding Local Agency Agreement and revised Project Prospectus for $1,700,000 of federal grant funds for the construction of NE 68th Street Sidewalk (Highway 99 – NE St. Johns Road) Project; CRP 372122.
9. Approval to carryforward the Budget Amendment for Fund 1032 authorizing the reappropriation of $25,000 from professional services to capital outlay for the Raspberry Fields Neighborhood Park Project.
10. Approval to confirm execution of the Third Amendment of Agreement for Services between Clark County and the Cowlitz Indian Tribe.

Separate Business:
1. Approval to create Fund 1042, for collection of revenue due to voter passage of Proposition 11 – Public Safety and General Sales Tax, per RCW 82.14.450.
2. Approval of a sole source contract with the Community Foundation of Southwest Washington to use their Social Justice Resiliency Fund to distribute $125,000 Community Services Block Grant (CSBG) Proviso, disabilities, and behavioral health funding to community organizations that serve historically oppressed and underserved populations in Clark County, effective from contract signing through June 30, 2023. Also, request authorization for the County Manager to sign related grant agreements, subcontracts, amendments, and required reports.
3. Approval of a resolution designating Kenneth A. Lader, P.E. as the County Engineer.
4. Approval of a resolution directing the County Engineer to review the petition to vacate a portion of Northwest Lancaster Road; PRJ 0001387.
5. Approval of a resolution directing the County Engineer to review the request to convert a portion of private road, Southeast 356th Avenue, to a public road.

Approval to amend existing contract number 2022-BHH-09 with the Vancouver Housing Authority to reallocate $250,000 of SHB 1406 funds from the Weaver Creek project to the Azalea Place project and authorize the County Manager to sign the contract modification upon approval as to form by the Prosecuting Attorney’s office.
2. Approval of a resolution establishing a county department of Jail Services.
3. Approval of $184,900 in budget expense authority to complete a compensation and classification study to address operation and staffing needs, which have been affected by vacancies in critical roles as well as a high turnover of entry-level staff.
