Capital Facilities Financial Plan 2023-2028 - Update
Proposal
Clark County Community Planning is presenting an update to the Capital Facilities Financial Plan (CFFP) for transportation; parks and open space; stormwater drainage and water quality; and county buildings and other facilities for the six-year period of 2023-2028.
Background
The CFFP presents a plan for financing county capital facilities identified in Clark County’s 20-year Comprehensive Growth Management Plan (2015-2035), as required by Washington State’s Growth Management Act (GMA). Specifically, RCW 36.70A.070(3)(d) requires the county to have a 6-year financial plan that will finance such capital facilities within projected funding capacities and clearly identifies sources of public money for such purposes.
The county’s CFFP (Appendix G of the Comprehensive Plan) is intended to identify funding sources for the principal capital facilities provided by Clark County itself. It covers the following types of capital facilities: transportation; parks and open space; stormwater drainage and water quality; and county buildings and other facilities. Financing for facilities provided by entities other than Clark County, such as the cities within the county, school districts and fire districts can be found in the current adopted 20-year Comprehensive Plan, Chapter 6-Capital Facilities & Utilities Element and Appendix E-Capital Facility Plans Review and Analysis.
