Council Meetings are held in a hybrid format. You can join in person, on the 6th floor of the Public Service Center, 1300 Franklin Street, Vancouver, WA 98666, or virtually.

9. Approval to close a Petty Cash Fund of $250 for the 78th Street Operations Center due to lack of need and usage.

Separate Business:
1.
Approval of an interim ordinance pursuant to RCW 35.63.200 and RCW 36.70A.390 relating to land use; clarifying Clark County Code concerning Section 40.260.150 Multifamily Residential Outdoor Recreation Area Standards and Implementation of the landscaping requirements of Section 40.220.020.C.9.
2. Approval to accept pass-through grant funds from Pacific Institute for Research and Evaluation (PIRE) for the Smart Choices 4 Teens with a Community Coalition project, and upon notification of award add a .5 FTE Office Assistant II and allow the Public Health Director to sign any agreements or amendments resulting therein. Total remuneration is estimated at $114,962 over a 3-year period to begin in 2023.
3. Approval to repurpose $200,000 of Federal American Rescue Plan Act (ARPA) funds already allocated to Clark County Public Health to solicit a contractor to coordinate the development of Public Health’s next comprehensive strategic plan. This process will incorporate feedback from staff, community partners, and data collection through a community needs assessment process to identify public health priorities and ensure a clear department vision, stewardship, and maximization of internal and allied partner resources to improve population health outcomes.
4. Approval authorizing the County Manager to sign an Interlocal Agreement with Clark Public Utilities for the relocation of poles, electrical lines, and other facilities necessary to construct the Northeast 119th Street and Northeast 152nd Avenue intersection improvement project.
5. Approval authorizing the County Manager to execute a 5-year Lease Agreement with Southwest Washington League of United Latin American Citizens (LULAC) Foundation for 10.4 acres of farmland at Heritage Farm.

Approval of Resolution 2022-06-01 consistent with the Council action on June 7, 2022, relating to the Buildable Lands Report. The report is required to b e submitted to the State Department of Commerce, per RCW 36.70A.215, and is due by June 30. 4. Approval of the 2021 Annual Bridge Report. 
5. Approval of a contract for financial advisory services with PFM Financial Advisors LLC.
6. Approval of a resolution delegating the Clark County Treasurer's Office broad authority to execute a partial refunding of the county's 2012R Limited Tax General Obligation refunding bonds to achieve the highest debt service savings possible. The resolution also authorizes the remaining bonds to be paid off early.

10. Approval of resolution delegating signature authority to the Public Works Director, Eva Haney, and alternate signature authority to the department finance manager, Sherry Villafane, to certify federal grant reimbursements.
11. Approval for County Manager to sign two sewer easements to Clark County Regional Wastewater District granting access across portions of parcel number 185418000.

Approval to assign 2021 General Fund fund balance as outlines in the staff report.
2. Approval authorizing the County Manager to sign an agreement with the State of Washington Department of Ecology for a $100,000 grant to fund the Clark County Shoreline Master Program Monitoring and Adaptive Management Implementation Plan project.
3. Approval to repurpose funding from the CRESA Roof, 1408 Franklin/Juvenile Sealing, and Franklin Building Carpet Projects to cover the lowest bid for the PSC Sealing Project, a replacement of the loading dock grill for the Jail, and a minor CRESA remodel.
4. Approval authorizing the County Manager to execute contracts with six firms for real property acquisition and relocation services. Also, authorize the County Manager to execute supplemental agreements if necessary, extending the duration of the contracts and increasing the original contract amount by 10 percent. 
5. Approval of intergovernmental fund transfers stipulated by the Amended Salmon Creek Wastewater Treatment Plant Operator Agreement.
