Council Meetings are held in a hybrid format. You can join in person, on the 6th floor of the Public Service Center, 1300 Franklin Street, Vancouver, WA 98666, or virtually.

9. Approval authorizing the Public Works Director to sign two grant agreements with the Washington Department of Ecology for a total of $663,270 to fund stormwater capital projects.
10. Approval authorizing the Interim County Manager to sign a cooperative purchasing agreement per RCW 39.34.030 Joint Powers for Cooperative Purchasing with the City of Spokane, WA.

Separate Business:
1. Approval of an ordinance relating to land use; adopting amendments to the 20-year Comprehensive Growth Management Plan; arterial atlas map; comprehensive plan text and Countywide Planning Policies. The adopting ordinance incorporates findings made by the County Council at public hearings that were held on Jan. 19, 2021.
2. Approval authorizing the County Manager to sign a Warranty Deed and Temporary Construction Easement from Justin W. Roberts for Tax Parcel No. 155347-000. 
3. Approval of a resolution for the temporary road closure of Northeast 99th Street between the Leichner Landfill property and Northeast 107th Avenue, as part of the Clark Regional Wastewater District’s sewer improvement project.
4. Approval of a contract for specialized bond counsel legal services with Foster Garvey P.C., effective Jan. 2021 through Dec. 31, 2024.
5. Approval of a resolution to cancel uncollectable delinquent property taxes, assessments and fees for business personal and mobile home property accounts.

10. Approval to add a 1.0 FTE Management Analyst project position to expire no later than Dec. 31, 2021 and to extend P003119, 1.0 FTE Program Coordinator I project position, through Dec. 31, 2021. This will provide necessary support for Clark County Public Health’s Finance team as the COVID-19 pandemic response continues.
11. Approval of a Notice to Contractors requesting bids for construction of the Whipple Creek Place Stormwater Repair project (PRJ4056365A).
12. Approval of a Notice to Contractors requesting bids for construction of the 2020 Preservation Guardrail project (CRP No. 391522/PRJ0000374).
13. Approval of a Notice to Contractors requesting bids for the 2021 Road Preservation HMA (Hot Mix Asphalt) Overlays project (CRP No. 300722/PRJ0000584).

Separate Business:
1. Approval of a two-year extension and increased expenditure authority from $26,000 per year to $50,000 in 2021 and $60,000 in 2022 for the after-hours emergency animal services contract with Paw’d It Forward. This is for the provision of emergency animal transport and other assistance when county offices are closed. The amended contract will be effective from Jan. 19, 2021 to Dec. 31, 2022. 2. Approval authorizing the County Manager to sign a three-year Interlocal Agreement with the Vancouver Housing Authority and the City of Vancouver to establish a partnership to acquire and operation a 63-room, non-congregate shelter facility to serve unhoused persons in Clark County.

3. Approval of a contract with Better Air Northwest and increase budget for Fund 5093-Central Support Services in the amount of $50,000 per year.
4. Approval authorizing the County Manager to sign a service agreement with Lewis County for reimbursement of a Regional Health Officer and increase the Deputy Health Office position P003049 from .8 FTE to 1.0 FTE. Further, request approval authorizing the County Manager to execute the agreement and any resulting amendments.
5. Set a public hearing for Feb. 16, 2021 for the purpose pf presenting, discussing, and approving an Emergency Budget Supplemental for special funding related to COVID-19.
