Project Summary

The applicant is requesting to amend the comprehensive plan and zoning map designation from Commercial (Community Commercial) to Urban High Density Residential (R-30) on one parcel that is 3.45 acres (200200000). This site is currently split zoned with the Community Commercial designation on the western 4/5 of the property with the balance currently zoned R-30.

Background

The applicant owns one vacant parcel (200200000) that is split zoned with Community Commercial and R-30 designations. The subject parcel is located in the Vancouver Urban Growth Area along the east side of State Route-503 between NE 119th St. south to NE 115th St. and is part of a 57-acre (approximately) continuous commercial corridor. The western 4/5 of the subject parcel (approx. 2.52 acres) has been zoned commercial since 1994 and has remained undeveloped. The eastern 1/5 of the parcel (approx. 0.93 acres) was brought into the Urban Growth Area in 2004, at which time it was zoned R-30 with an Urban Holding overlay. The Urban Holding overlay on the parcel was lifted in 2008.   

The applicant is requesting to amend the comprehensive plan and zoning map designation from Commercial (CC) to Urban High Density Residential (R-30). The existing Community Commercial (CC) zoning is “intended to provide for the regular shopping and service needs for several adjacent neighborhoods.” [CCC 40.230.010]. Urban High Density Residential (R-30) zoning is “intended to provide for medium and higher density residential development based upon consistency with the comprehensive plan and compatibility with surrounding land uses.” [CCC 40.220.020].
