Council Meetings are held in a hybrid format. You can join in person, on the 6th floor of the Public Service Center, 1300 Franklin Street, Vancouver, WA 98666, or virtually.

7. Approval of the Annual Capital Inventory Report ending Dec. 31, 2021.
8. Approval authorizing the County Manager to sign the Lease Agreement with Clark Regional Emergency Services Agency (CRESA).
9. Approval of an interlocal agreement with the Office of Superintendent of Public Instruction (OSPI) to conduct inspections of sites preparing and serving food to kids through the summer lunch program. Further, request approval authorizing the County Manager to sign any resulting agreements or amendments. It is anticipated that Public Health staff will conduct 20 inspections with compensation amounting to $591 per inspection to cover staffing costs. Total remuneration of $11,820 per year with the anticipated start date of June 13, 2022.
10. Ratification of Staff Report #2022-1730, which was previously approved on March 29, 2022 by the County Manager. Request is to extend project position P003118 through June 31, 2022, supported through COVID-19 grant revenue. Also, request approval authorizing the County Manager to approve any subsequent necessary extensions, not to exceed 24 months total assignment for the project position.
11. Ratification of Staff Report #2022-1721, which was previously approved by the County Manager. Request is to apply for additional funds to increase the current grant with Department of Children Youth and Families for the term beginning July 1, 2022. Also, request approval authorizing the Public Health Director to sign any agreements or amendments resulting herein.
12. Approval of federal funding contracts (Project Prospectus and Local Agency Agreement) for the Northeast 179th Street at Northeast 29th Avenue Intersection Improvement project, County Road Project No. 300322.
13. Approval of Interagency Agreement No. 93-103027 with the Washington State Department of Natural Resources to establish a forward operating base for helicopter operations at Camp Bonneville.

Approval authorizing the County Manager to sign an Interlocal Agreement with the Cowlitz Indian Tribe Public Safety Department for the purpose of Clark County Information Technology providing laptop computer support.
2. Approval to amend the Interlocal Agreement with Washington State University Extension to extend the original agreement for one year, as well as increase funding to the Small Acreage Program. The program provides stormwater outreach and education coordination.

Separate Business:
1. Approval authorizing the County Manager to sign a one-year Workday Success Plan agreement.
2. Approval of budget authorization in the amount of $3,828,146 to increase the 2022 vehicle replacement list vehicle count and spending authority to catch up on replacements and increase efficiency.
3. Approval of the first amendment to Resolution No. 2020-05-12 pertaining to the execution of a quit claim deed transferring Tax Parcel No. 176390-026 to the City of Vancouver. This action would amend a prior resolution to align with changes in the agreement with the City of Vancouver.
4. Approval authorizing the County Manager to execute a Release of Easement on Tax Parcel Numbers 195261-000 and 195264-000.
5. Approval to accept a multi-year $793,542.99 grant from the Washington State Health Care Authority and authorize the County Manager to sign related agreements with Columbia River Mental Health and Consumer Voices are Born. Also, recognize the need for a revenue-neutral supplemental increase during the next scheduled supplemental process.

Approval to apply for a new grant opportunity with Washington State Department of Ecology for the 2023-25 Oversight Remedial Action Grants and Loans, Area-wide Groundwater Investigation Grants, and Safe Drinking Water Action Grants for up to $500,000; no local match is required.
