Severe Weather Response Application Overview
Clark County Community Services is seeking applications for projects that strengthen Severe Weather Response services for unhoused residents. Funding is intended to reduce harm during extreme weather events through coordinated planning, sheltering, outreach, and supply distribution- working as part of the Homeless Crisis Response System (HCRS).
Proposals must increase capacity for programs that provide shelter and/or promote the health and safety of households who are unsheltered during extreme weather events. All funded programs will be required to work together in an integrated and mutually supporting continuum of care. All programs must follow guidelines and processes determined by the Severe Weather Response Planning entity and Clark County.
All funded providers are expected to participate in Clark County’s Severe Weather Task Force, provide services when Severe Weather is activated by the responsible entity, coordinate efforts as required with the responsible entity, and make reasonable efforts to track services and share information that supports systemwide coordination.
Funding awarded through this RFA is intended to increase the capacity of Clark County’s existing and planned Severe Weather Response. Funds may not be used to replace, supplant, or shift costs already planned, budgeted, or funded through other sources.

Technical Assistance and Questions
Pre-Submittal Workshop
Clark County staff highly encourage potential applicants attend the Pre-submittal Meeting on Thursday, August 14, 2025 at 9:00am. This meeting will provide an overview of the application process and requirements and is an opportunity to discuss potential applications directly with staff. The workshop will be held online.
Technical Assistance Drop-In Sessions
Clark County staff will be available during two virtual technical assistance drop-in sessions. Applicants can join here:
- Monday, September 8, 2025, from 3:00pm-4:00pm PST.
- Monday, September 15, 2025, from 12:00pm-1:00pm PST.
Questions
Questions regarding this Request for Application must be directed in writing, via email or bonfire, to the contact person. The deadline for submitting such questions is September 15, 2025. Answers will be issued to all applicants no later than September 16, 2025.

Application Forms
Applications for Clark County Community Action Program (CAP) and Homeless Crisis Response System (HCRS) funds were open from October 1, 2024 - January 3, 2025. Selected programs will run from July 1, 2025 through June 30, 2027, with an option to renew the contract for one additional year ending June 30, 2028.
Community Action Program (CAP)
This Request for Applications (RFA) solicited applications for programs that provide essential services for Clark County residents living in poverty and help them move toward self-sufficiency. Priority service areas in each category for this RFA were determined by the 2024 Community Needs Assessment. Only programs meeting a need identified below were selected for funding.
- Physical health targeting food assistance
- Physical health targeting dental assistance
- Income and asset building targeting credit repair
- Income and asset building targeting financial planning/budgeting services
- Support services targeting transportation assistance
Homeless Crisis Response System (HCRS)
This Request for Applications (RFA) solicited applications for programs that provide services for people living in Clark County who are at risk or experiencing homelessness. Proposed programs had to directly support the goals outlined in the Clark County Homeless Action Plan (HAP) and the State of Washington Homeless Housing Strategic Plan. Funding was available for the following program types.
- Rapid Re-housing (RRH)
- Permanent Supporting Housing (PSH)
- Street Outreach
- Homelessness Prevention
- Temporary Housing Interventions (Emergency Shelter, Transitional Housing)
- Core Supports (SOAR)
