Judge Parcher is a long time resident of Vancouver.  She graduated from Washington State University with a B.A. in Sociology and received her law degree from the University of Oregon.

Judge Parcher has worked as a criminal defense attorney serving indigent clients in Clark County, including representation in therapeutic courts.  She was also in private practice as a domestic relations attorney.  In addition, Judge Parcher has served as board president of the Volunteer Lawyers Program and has provided volunteer legal services, is a member of the local George and Donald Simpson American Inn of Court, is a Rotarian and serves on the Cascadia Technical Academy Medical/Legal advisory board.
