(b)  Contents.

(1)  The registered owner’s name and sufficient identifying information as defined by IRLJ 2.1(b)(3) of the vehicle for a parking, standing, or stopping infraction shall be filed with the court within five days of the date the notice of infraction is issued, excluding Saturdays, Sundays, and holidays. 

(2)  In the absence of good cause shown, a notice of infraction for parking, standing, or stopping offenses without the registered owner’s name and sufficient identifying information as defined by IRLJ 2.1(b)(3) of the vehicle within the time limits of this section shall be dismissed with prejudice.
