Housing Options Study and Action Plan

Project News

The County is beginning the process of implementing the Housing Options Study and Action Plan. 

First steps of the process include county staff hosting a Technical Housing Code Forum Series with members of the HOSAP Project Advisory Group, Clark County Planning Commission, and Development and Engineering Advisory Board who have experience with Title 40 and/or housing development regulations, to discuss and provide feedback on code concepts and potential code language. 

There will be two forum series. The first forum series will be specific to strategies around middle housing and smaller single-family strategies. The second forum will focus on the multi-family and regulated affordable housing strategies.

The first of these discussions began began on November 30. The first series schedule can be found below. All meetings will be open to the public to observe. Written comments can be submitted to staff at any time.

Following the forum series, project staff will draft proposed code amendments for public review and comment prior to the legislative process for adoption.

Project Overview

Clark County has jurisdiction over a large urban area with a population of 159,000, not incorporated into the City of Vancouver. By comparison, the City of Vancouver population is 187,000. County Council is interested in continuing their work in identifying barriers and opportunities to provide more variety of housing types in this urban area.

The Clark County Housing Options Study and Action Plan identifies housing challenges within the unincorporated Vancouver Urban Growth Area and opportunities to encourage development of housing that is affordable to a variety of household incomes through the removal of regulatory barriers and/or implementation of other strategies. These strategies are needed to help ensure future generations have access to affordable, quality and diverse housing opportunities.

On May 17, 2022, the Clark County Council voted unanimously to  approve the Housing Options Study and Action Plan and directed staff to begin implementation of the plan.

Technical Housing Code Forum Schedule

Series 1: Middle Housing and smaller single-family strategies

      Update on Housing Options Study and Action Plan project and opportunity to provide feedback on draft strategies

      Clark County is hosting a public meeting to collect feedback on draft Housing Action Plan recommendations. Participants will view an update on the project and share their thoughts on a set of draft housing strategy recommendations.
