Arterial Atlas Amendment - NE 176 Street

Proposal

This proposal seeks to amend the Arterial Atlas, by removing NE 176th Street. Three Creeks Investors LLC are request that the section of NE 176th Street between NE Union Rd and NE 15th Ave on the Clark County Arterial Atlas be removed.

Background

Clark County Public Works recommends that the section of NE 176th Street between NE Union Rd and NE 15th Ave on the Clark County Arterial Atlas be removed. NE 176th Street is located inside Vancouver’s Urban Growth Boundary located in the vicinity of NE 179th Street and NE 15th Avenue. NE 179th Street is designated as a 4-lane principal arterial with center lane turn, bike lanes and sidewalks (Pr-4cb). NE 15th Avenue is classified as a 2-lane minor arterial with center lane turn, bike lanes and sidewalks, (M-2cb). NE 176th Street is a proposed classified two-lane collector, (C-2).

The alignment of NE 176th St on the Arterial Atlas conflicts with an exclusive easement for a gas meter station where NW Natural taps into an existing Williams Natural Gas transmission line. This meter station occupies approximately 9,000 square feet in the NE corner of the parcel at 1207 NE 179th St (property ID 117800000). The NW Natural meter station includes small buildings and equipment that are vital to the distribution of natural gas in the SW Washington region. As currently designed, the new NE 176th St would conflict with this vital piece of natural gas infrastructure in this region.
