About the 2016 update project

In July 2013, Clark County began the process of updating its Comprehensive Growth Management Plan to meet the 2016 periodic update requirement of the Growth Management Act (GMA; RCW 36.70A.140).

The 1990 Growth Management Act (GMA) requires the county to “….review, at least every eight years, its designated urban growth area, and the densities permitted within both the incorporated and unincorporated portions of each urban growth area (RCW 36.70A.130(a)).” Such revision shall be made “…to accommodate the urban growth projected to occur in the county for the succeeding twenty-year period.”

Clark County adopted a comprehensive plan in 1994, 2004 and 2007, with the most recent update required in June of 2016.

The 2016 Clark County Comprehensive Growth Management Plan was approved by the then Board of County Councilors on June 21, 2016. The adopting ordinance No. 2016-06-12 was approved on June 28, 2016 and went into effect ten (10) days later as provided by law. The school, parks, and traffic impact fees took effect on January 1, 2017.
