New Heights Central Rezone
Project Summary
A proposal to amend the Comprehensive Plan and Zoning maps from Urban Low (R1-7.5) zoning to Commercial with Community Commercial (CC) zoning on eleven parcels (156281-001, 156281-000, 156265-000,156273-000, 156253-000, 156249-000,156257-000, 156252-000, 156272-000, 156282-000, 156294-000) and a portion of 156271-000, totaling 14 acres. The parcels are generally located on the north side of the intersection of NE 78th St. and NE 58th Ave.
Background
The applicant, New Heights Church, owns twelve contiguous parcels (156281001,156271000, 156281000, 156265000, 156273000, 156253000, 156249000,156257000, 156252000, 156272000, 156282000, 156294000) that are designated Urban Low Residential with R1-7.5 zoning. The properties are located between Padden Parkway and NE 78th St. and accessed by NE 58th Ave, a private road.
In 1994, a conditional use permit (CUP 94-03-622) was approved for the expansion of church use to include a classroom, office, youth facility additions and a new auditorium for up to 2,000 people and not to exceed 60,000 sq. ft. In 1997, a second (CUP 97-06-622) was applied for to convert a 4-plex into office space, the northernmost property on the west side of NE 58th. New Heights has since added several properties fronting NE 78th St and fronting the west side of NE 58th St.
The site is currently developed with a church and accessory uses such as: offices, conference & event facilities, outpatient clinic, dental clinic, medical offices, counseling center, temporary missionary housing, temporary staff housing, storage, and other uses including; blueprinting, mailing, private educational services, recreational (basketball court), open spaces for recreation and outdoor events.
