County Council approves proposed housing code amendments

On March 5, 2024, the Clark County Council unanimously approved the proposed housing code modifications. Ordinance 2024-03-02 codifying the code changes was approved on April 16 

These changes implement middle housing and small single single-family strategies as outlined in the Housing Options Study and Action Plan. Please see additional information in the March 5 entry in the meetings grid below. 

Staff is now working to restart phase 2 regarding multi-family and regulated affordable housing strategies. 

Multi-family and regulated affordable housing strategies

As noted above, the phase 1 portion of the project was unanimously approved on March 5. Work on phase 2 (multi-family and regulated affordable housing strategies) was paused while phase 1 was completed and will now recommence. The next phase 2 meeting of the Technical Housing Code Forum is anticipated in in spring 2024.

Project Overview

Clark County has jurisdiction over a large urban area with a population of 159,000, not incorporated into the City of Vancouver. By comparison, the City of Vancouver population is 187,000. 

The Clark County Housing Options Study and Action Plan identifies housing challenges within the unincorporated Vancouver Urban Growth Area and opportunities to encourage development of housing that is affordable to a variety of household incomes through the removal of regulatory barriers and/or implementation of other strategies. These strategies are needed to help ensure future generations have access to affordable, quality and diverse housing opportunities.

On May 17, 2022, the Clark County Council voted unanimously to approve the Housing Options Study and Action Plan and directed staff to begin implementation of the plan.

The hearing will be held in a hybrid format. You can join in person, at the sixth floor of the Public Service Center, 1300 Franklin Street, or virtually, via Webex.  The hearing will also be carried live on CVTV Channel 23/323 and online at www.cvtv.org.
