Building Applications
Permit Center is conducting virtual meetings using Microsoft Teams. Online application submittal is required for all projects and any initial submittal fees must be paid.
To apply for a permit, please follow the steps below:
- Create an online account or sign into your existing account in LMS at https://permits.clark.wa.gov
- Create a new permit
- Pay the applicable fees, see Paying Your Fees Online
- Submit the permit for processing
- Email permitservicesappt@clark.wa.gov to make a virtual appointment for your submittal; a meeting link will be sent to you
- Upload your documents and plans into ProjectDox when prompted by email, which will include a link – visit clark.wa.gov/eplan for more information
Paying fees
Prior to any submittal, revisions or issuance of permits all fees must be paid online or in person. We do not accept mailed payments. An appointment is not required to pay in person. Use these instructions to paying your fees online. Fees can be paid online either with a credit/debit card or e-check. If you wish to use an e-check, use the drop-down option under Payment Method, then click the arrow next to credit/debit and the system will allow you to use either credit/debit or e-check. Only the applicant or authorized agent may make payments on a permit. To designate an authorized agent on your permit, use these Authorized Agent instructions.
Appointments
An appointment is required since we do not take walk-ins. Email permitservicesappt@clark.wa.gov to schedule your appointment. If you cannot participate in your appointment, please email us at least 24 hours prior to the scheduled time. A fee of $148.00 may be added to your building permit for each missed submittal appointment. A fee of $37.00 may be added to your building permit for each missed revision or issuance appointment.
All appointments are conducted virtually. A link to MS Teams will be emailed to you. MS Teams can be downloaded as an app on your phone or computer, or you can use your browser without an account once a meeting link is sent to you.
Appointments are 30 minutes long. If you are late, that time will be deducted from your appointment.
If you have a special request or need an accommodation, please let the staff member making your appointment know of these needs ASAP.
Intake Appointments
If the application packet upload is insufficient, you can use your remaining appointment time to understand what is required for acceptance. If a complete application was not achieved, you must schedule another submittal appointment.
Follow the checklist provided online at on the building Forms and Fees page to ensure your application is complete and acceptable. You may also schedule an appointment with a permit tech to ask questions.
