Vancouver, Wash. – The Clark County Council this week adopted an ordinance that temporarily approves the use of recreational vehicles on private residential property for emergency habitation during the Clark County Declaration of Emergency related to the COVID-19 pandemic.
This action provides an alternative means of sheltering for persons displace due to the ongoing health emergency. The ordinance allows not more than one RV to be occupied by displaced persons on a private residential lot.
Conditions of the ordinance include that RVs must:
- Be located on a private lot outside the boundaries of easements
- Have access to potable water and electricity
- Be connected to a proper sewage disposal system
“This ordinance will not limit the county’s ability to respond and address unsafe structures, vehicle or public nuisances on private properties,” said Mitch Nickolds, Director of Code Administration.
Code Administration developed an application process for residents needing to temporarily place an RV on their property. The application will be available beginning Monday, May 11 on the county’s’ website at www.clark.wa.gov/community-development/code-enforcement-0. The county will not charge a fee for the application.
The ordinance is temporary and will expire at the point in time when the County Council suspends its Declaration of Emergency. The ordinance and supporting documents are available on the county’s website at www.clark.wa.gov/sites/default/files/dept/files/council-meetings/2020/2020_Q2/SR066-20.pdf.
