Community Development created a LEAN building permit application process for new home construction on parcels in a recorded urban or rural subdivision with an approved stormwater design. The goal: a five business day turnaround for application acceptance, review and permit issuance.
Accurately prepared applications with no corrections are issued and ready for pickup within the scheduled five business day turnaround timeframe. All LEAN fees must be paid in full within 10 business days of the date Clark County notifies the applicant/contractor the permit is Ready for Issuance.

LEAN anticipates efficiencies throughout the process – from when the complete application is submitted to when the builder picks up the permit. Submittals that don’t include all items will not be accepted. The applicant will be required to correct the submittal and schedule another appointment for submittal. If this occurs on two consecutive submittals, the submittal will be routed through the non-LEAN process.
Paying close attention to preparing your application documents, following the checklists and submitting all required items allows for the most efficient processing of your application. While we attempt to work with applicants to fix minor issues and may allow some corrections, this won’t be allowed on a repeated basis. Your careful preparation directly impacts our shared goal of issuing your permit in a timely fashion.
