A pre-application conference is required for any shoreline permit application.
There are four types of shoreline permits.
- Shoreline Substantial Development Permit (SSDP): This is the basic shoreline permit required for any development within an shoreline environment valued at more that $5,718.00 or that is not otherwise exempt per WAC173.27.030(8).
The narrative needs to address the criteria in Clark County's Shoreline Master Program including element goals, objectives and policies of the appropriate shoreline environment and the use regulations that apply.
- Shoreline Conditional Use Permit (SCUP): This is for uses allowed as a "conditional use" project within a shoreline environment.
The narrative is the same as the narrative for SSDP with the addition of addressing the conditional use criteria in state law WAC 173-27-160.
- Shoreline Variance Permit (SVP): This is for developments that cannot meet the requirements of the Shoreline Master Program or state law.
This narrative is also the same as the SSDP narrative and must also include the variance criteria in state law WAC 173-27-170.
- Shoreline Exemption (SE): This is for projects within a shoreline environment which meets exemption criteria and is only exempt from the need to obtain a SSDP. The project must still comply with the regulations of the Shoreline Master Program.
In addition to the narrative, the following items are required:
- A completed JARPA application
- SEPA checklist
- Copy of the final pre-application report including attached reports such as engineering, habitat or wetland
- Developer's GIS packet
- Legal Lot Determination if one has never been done for the parcel(s) or it has changed in size
- Site plan which must be accurate and complete
- Other applications such as flood plain, wetlands or habitat
If the shoreline permit application is accompanying another permit application such as a subdivision or short plat, these items do not need to be duplicated for the shoreline permit.
